Rosfinmonitoring proposals for targeted training will become non -public

The Government of the Russian Federation proposed to exempt financial intelligence from the obligation to publish proposals on targeted training on a single digital platform in the field of employment and labor relations “Work in Russia”. This change is explained by the tasks of state security and the specifics of the department.

The other day, the Russian Cabinet of Ministers introduced the bill No. 997293-8 to the State Duma, regarding the amendment to Article 56 of the Law “On Education”. We are talking about targeted training - a mechanism in which state and private organizations conclude agreements with applicants in advance, promising employment after receiving education. To ensure transparency, such offers are placed on the “Work in Russia” platform, where anyone can familiarize themselves with the conditions and submit an application.

However, the current version of the law already provides for exceptions. If the training is carried out in the interests of state security, or if the customer is the body specified in Article 81 of the Law “On Education”, and its subordinate structures - placement on the platform is not required. This applies, for example, the Ministry of Defense, the FSB and other law enforcement agencies.

Now it is proposed to add Rosfinmonitoring to this list - a service that is responsible for countering the laundering of income, financing terrorism and the spread of weapons of mass destruction. The department does not have its own educational institutions, but it can be a customer of targeted training. The publication of such proposals on the open platform may contradict the tasks of confidentiality and security.

According to the explanatory note, the innovation will not entail additional expenses from the budget and will not require a review of other federal laws. The only concomitant change will be the adjustment of the Government Decree No. 555 of 2024, which regulates the procedure for targeted training.

Thus, Rosfinmonitoring will have the opportunity to prepare specialists on closed channels without revealing the details on a public platform.

The Russian Work portal works in the same way as any other job search site and employees: employers publish vacancies and see information about applicants, and future employees can find offers or place a resume and wait for responses. For the entrance, authorization is needed through public services. It is curious that in the Cabinet bill, as in other official documents, the platform is called “Work in Russia”, but on the site itself the name is slightly different.
