This measure implies the concept of combating crimes in the digital environment, approved by the Russian Cabinet. Also among key components of the plan are the improvement of legislation and interagency interaction.

The Russian government approved the plan of measures to implement the concept of the state system of counteracting crimes committed using information and communication technologies. The work will be carried out under the curators of Deputy Prime Minister Dmitry Grigorenko and will cover a wide range of directions-from digital literacy to technical solutions.
The plan includes a set of measures to improve legislation, technical opposition to attackers and increase the digital literacy of the population and interagency interaction.
One of the key elements of the plan will be the study of the obligation of telecom operators, Internet providers and other digital platforms to notify law enforcement agencies “On the Signs of Cybercrifts”. The Ministry of Internal Affairs, the Ministry of Internal Affairs, the FSB and Roskomnadzor with the participation of the Prosecutor General and the Investigative Committee are responsible for the implementation of this part. According to the results of work in the third quarter of 2027, the government may amend the current legislation. A number of experts believe that this measure actually forces the operators to monitor their users.
The plan also provides for increasing liability for violations in the field of personal data. In particular, it is proposed to increase the statute of limitations for administrative articles related to a leak or unlawful use of such data.
Much attention is paid to prevention. The Ministry of Culture, the Ministry of Culture, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Education, the Ministry of Internal Affairs and the Central Bank will be on an ongoing basis to increase the digital and financial literacy of citizens. Including - place social advertising about the methods of protection from scammers.
A separate block refers to minors: by the middle of 2026 it is planned to create a depository of preventive materials aimed at preventing adolescents in digital crimes.
By the beginning of 2027, the Ministry of Internal Affairs and Minzifres must integrate the mandatory informing of citizens about possible crimes into mobile applications. And by the third quarter of 2026-to create a unified register of links to official websites of online stores to deal with phishing copies.
Finally, by 2028, it is planned to develop algorithms for identifying the use of artificial intelligence in the commission of cybercriminals. This direction is also supervised by the mincifres, the Ministry of Internal Affairs and Roskomnadzor.
The concept approved in December 2024 became part of the implementation of the president’s decree on national development goals. A new plan is an attempt to systematize the fight against digital threats and synchronize the actions of all departments.
