
The Max messenger and the RuStore application store will become mandatory for all smartphones in Russia. The relevant law comes into force on September 1. It obliges pre-installation of Max and RuStore on all smartphones and tablets sold.
Max will replace VK Messenger in the list of required software. RuStore has so far been installed only on devices running Android and HarmonyOS, but now it will also have to be pre-installed on gadgets running iOS (Apple) and HyperOS (Xiaomi). However, Apple does not officially sell its gadgets in Russia, and it is still unclear how the new rules will apply to iPhones and iPads imported through parallel imports.
Gadget owners will be able to delete Max at their discretion, but RuStore will remain on the device without the ability to delete it.

Lawyers note that if the new requirements are not met, some smartphone models may be banned in Russia. First of all, this applies to the latest iPhone and iPad , which are not officially sold in the country.
If it is impossible to correctly preinstall RuStore on devices, such gadgets may be considered “poor quality” and removed from sale. This creates risks of shortages and price increases for individual models.
The measures taken are explained by the policy towards “technological sovereignty” and support for the Russian IT sector. In July, the government announced Max as a national messaging app. The law gives it market advantages over WhatsApp and Telegram, which are popular in Russia - on August 13, Roskomnadzor announced a partial restriction of calls through these platforms. According to media reports, authorities are considering limiting these services after Max gains a sufficient audience.
At the same time, the messenger is already being criticized. Concerns relate to the risks of user surveillance and weak data protection. Even some bloggers loyal to the Kremlin expressed dissatisfaction.
Previously, “Layout” reported that the Max developer denies reports of surveillance of users , but the research conducted confirms the opposite.
