
The Kuibyshevsky District Court of Samara sentenced the former head of the Council of Mothers and Wives movement, Olga Tsukanova, to 1 year and 7 months of correctional labor with the withholding of 10% of her salary in the case of failure to fulfill the duties of a “foreign agent.” This is the first in-person verdict under this article, reports the human rights project “First Department”.
In addition, Tsukanova was banned from administering websites for two years.
Tsukanova was released in the courtroom. The defendant spent six months in a pre-trial detention center. According to the law, every day spent in a pre-trial detention center is counted as 3 days of correctional labor. As a result, Tsukanova had only a month of correctional labor left.

Tsukanova became known in 2022 as one of the main defenders of the rights of conscripts and mobilized people. The “ Council of Mothers and Wives ,” which she created, did not oppose the war, but demanded a reduction in service periods and protection for military families.
The activist herself called the status of “foreign agent” humiliating and refused to recognize it, although she labeled it.
In 2023–2024, Tsukanov was fined several times, including for not having a blank in the “circles” in the telegram. In January 2025, Tsukanov was put on the wanted list, and then a criminal case was opened. She voluntarily came to the Investigative Committee, where she was detained.
Earlier, “Verstka” found out that almost every third “ foreign agent ” in Russia ended up under criminal prosecution by the end of 2024. And recently we wrote that the Russian Ministry of Finance proposed increasing the income tax for “foreign agents” to 30%. Currently, this rate applies only to tax non-residents.
