
Vladimir Putin said that after the end of the war, Ukraine will not need foreign troops on its territory to ensure security. The President of the Russian Federation spoke about this on September 5 at a plenary meeting of the Eastern Economic Forum in Vladivostok. On the eve of Paris, a summit was held, at which the President of Ukraine Volodymyr Zelensky and European allies discussed the formats of a possible peacekeeping mission.
According to Putin, if any foreign troops appear in Ukraine now, in the course of hostilities, then Russia will consider them a legal military goal. At the same time, he assured that after the conclusion of the peace treaty of the Russian Federation, he was not going to attack Ukraine again.
If these agreements are reached, no one doubts that Russia will fulfill them, fulfill them in full. And we will respect those guarantees of security that, of course, should be developed both for Russia and Ukraine. I repeat once again, of course, Russia will execute these agreements. But, in any case, no one has discussed it at a serious level with us at a serious level.
Putin did not specify what his own words will be guaranteed that Russia would refrain from aggression.
According to the results of the summit in Paris, the topic of which was the security guarantees for Ukraine, French President Emmanuel Macron said that 26 states expressed their readiness to contribute to the peacekeeping mission after the termination of military operations - from the direct sending of soldiers to Ukraine to the support of the Armed Forces of Ukraine from the sea and from the air. “These forces do not want and do not have the goal of waging any war against Russia,” said Macron.
The President of France did not specify which countries and how are they ready to participate in help from Kyiv. The leaders of Italy, Romania and Poland later reported that they certainly did not intend to send troops to Ukraine and that their assistance would be limited to logistics support and participation in the training programs of Ukrainian soldiers.
According to The Wall Street Journal with reference to sources, the leadership of European armies with the participation of American generals developed a detailed plan for the deployment of troops in Ukraine, within which two separate land groups will be created. One will be responsible for the preparation of the Ukrainian military, and the second will be "security forces designed to prevent the future of the Russian invasion."
The current plan provides for the deployment of more than 10 thousand military personnel, as well as the air patrol of the Ukrainian sky, which will be carried out by the Western Air Force based outside Ukraine.
The role of the United States in ensuring this plan is still not clear. President Donald Trump previously excluded the possibility of deploying American troops in Ukraine, but made it clear that the US Air Force is ready to provide European peacekeepers with air cover. Nevertheless, until Trump has not given a clear answer to what exactly the American guarantees can be. At the same time, the Ukrainian side, writes WSJ, citing European officials, actively insists on the significant participation of the United States in post -war guarantees of security, stating that otherwise the Russian Federation will not perceive them seriously.
The German Chancellor Friedrich Mertz, after the summit,admitted that now Europe has no sufficient influence to exert pressure on Putin and force him to stop the fighting without the help of the United States.
The discussion of the post -war guarantees of the security of Ukraine has actively began in mid -August - after the meeting of Vladimir Putin and Donald Trump in Alaska. Then Putin was clearly said for the first time that the security of Ukraine “of course, should be ensured” and that the Russian Federation is ready to work on it. A few days later, the Russian Foreign Minister Sergei Lavrov (and later Putin himself) said that Moscow would not agree to the presence of contingents of NATO countries in Ukraine.
