The requirement to return what was spent on social protection, education and treatment of “deprived”, according to the authors of the project, “will strengthen the legal system and increase the trust of law -abiding citizens towards state institutions, as well as form a conscious attitude of foreign citizens and stateless persons towards the acquisition and preservation of citizenship of the Russian Federation, preventing abuse and deceit in the receipt of citizenship, including the provision of unequal Information or false documents. "
If we talk about the “fair distribution of the financial burden on the budget system”, then, according to the Ministry of Internal Affairs, about 1,600 people were deprived of the acquired citizenship in 2024. From January to June 2025, about 800 such ex-citizens gained such ex-citizens. That is, we are talking about thousands of people-not about dozens or hundreds. But it is unlikely that they managed to spend on their education and treatment will be a saving circle for the Russian budget system, and their return will restore justice.
And also, if we talk about justice, then all these people, being in Russian citizenship, paid taxes. How about returning the deprived "deprived"? After all, all support measures they received were funded, including at the expense of their taxes.
Or the return rule works only in one direction: what they gave to you, return, and what they gave to the state will not return?

Education in medical, pharmaceutical, dental and physical education institutions cost 8.3 thousand rubles expensive. And lower than all, the state appreciated the diplomas of cultural institutions, as well as economic, legal and pedagogical universities - at 4.5 thousand rubles. From those who had a scientific degree or wanted to receive it, additional payments were charged. Since those who studied in graduate school, residency, adjuncture, but did not defend the dissertation - 1.7 thousand rubles for each year of study; from candidates of science - 5.4 thousand rubles; With doctors of science - 7.2 thousand rubles (while they had to pay for the candidate).

All this laid a heavy burden on those who left (and we must remember how much the obstacle was repaired when leaving, and remember that many years were sitting in the position of “refuseniks”, and left without the work with which they were fired, learning about the desire to go abroad).
And still, the desire to break out of the Soviet Union did not leave many people who wanted freedom and prosperity, if not for themselves, then at least for their children.
