
Since the collapse of the USSR, Uzbekistan has repeatedly become a place of tragic events, mass repressions and ethnic conflicts. Behind the Soviet government came the dictatorship of Islam Karimov, in which any civilian initiatives were suppressed in the bud. All this happened against the backdrop of an ongoing ecological water catastrophe, which ended with almost the complete drying of a large aral. How can we evaluate these events now? How do residents of Uzbekistan rethink their history? And is there a prospect of non -authoritarian management in the republic? We asked these questions to the political scientist Alisher Ilkhamov, director of Central Asia Due Diligence.

The Aral Sea dries. How did it happen? Why is it going on now?
Mostly because of cotton. This monoculture was imposed on Uzbekistan and other republics of Central Asia, especially Turkmenistan.
The policy of using the region as a source of this raw material appeared back in tsarist times. The production of textiles, yarn began. Cotton is of great importance for military industry, as it provides the production of gunpowder. Even cotton oil is made from its seeds. That is, cotton was of multifunctional importance for the economy, for industry, for the development of the Russian economy and then the USSR, and this led to the constant pressure of Moscow in the Republic of Central Asia.
To grow more cotton, it was necessary to develop irrigation, build channels. Water resources in Uzbekistan are limited, there are only two river basins, these are Amu Darya and Syr Darya. The plans grew, the flow of water in Aral fell, and in the lower reaches of these rivers there was water pollution: after watering, the waste water, along with the chemicals, merged back into the rivers.
And of course, it had political consequences. The last years of the reign of Sharaf Rashidov, the first secretary of the Central Committee of the Communist Party of Uzbekistan, a request for five million tons of cotton came from the center. Rashidov was forced to agree and accept the task for execution. The country then could produce about four million tons, and then working at the limit.
The process of postscribes sharply intensified: when the collective farm supplied cotton to local cotton breeders for processing, they led plants for bribes “accepted” much more products on paper. This required a bribery of officials at the central level. All this grew into a huge fraud. And for this assigned cotton was payment, which was distributed from top to bottom.
Textile enterprises, where raw materials received, noticed that the cotton is much less than the republic reports, and, apparently, they decided to restore order by their appeals. The investigative group from the USSR prosecutor’s office was sent to Uzbekistan, it was headed by Telman Gdlyan and Nikolai Ivanov. The investigation led to large -scale repression, landings of party and statesmen at different levels. The investigators had a task not only to find the guilty, but also to return the money. Therefore, there were interrogations with addiction that passed into torture.
This subsequently became a source of mass dissatisfaction with the Soviet regime, including in the ranks of ruling functionaries. When the collapse of the USSR began, Islam Karimov managed to somehow saddle this mood and even began the rehabilitation campaign of the undergoing punishments.

The cotton growing system required manual labor: cotton harvesting machines coped with this task only forty percent. There was not enough labor, because the cotton is seasonal, it matures by the end of September. Therefore, they attracted all of schools, universities, civil servants. Forced labor in cotton fields began in the time of Stalin. When I studied at the university, I was one of the Komsomol leaders at our faculty and during the gathering of cotton became the commander of student detachments. Each detachment lived in a separate hut, and the huts were far from each other, one or two kilometers.
Students were not from rural areas poorly coped with the task. The norm was about 50 kilograms per day-at first glance not a lot, but the cotton is very light. City collected 30–40 kilograms from the force. For a short in the evening, they called to the headquarters. There they seemed to be “cut”, condemned, made reprimands.
What did the students do to get out of the situation? They simply stuffed clay in a bag of cotton, pulled it, mixed cotton with this clay and handed over. And when this cotton gave up first to Hirman, then to a local cotton rack, processing machines quickly failed. In order for the cotton to be accepted, in order to avoid punishments, our authorities entered into informal relations with the local state farm and somehow solved the issue behind closed doors.
How many years did schoolchildren participate in the collection of cotton?
I don’t remember exactly about Soviet times, and during the reign of Karimov somewhere-starting from the fifth or sixth grade, somewhere-from the seventh grade, but mostly the senior classes.
And what happened in the region in terms of ecology?
There were two problematic processes: the use of chemicals and salting. If the earth was used intensively for irrigation and there was no land rotation system, the earth was planted. Every year, the fields were washed, this required an additional volume of water. But the flushing did not help very much, the soil was saturated, and the yield was reduced.
The fields were treated with chemicals during irrigation. There were poisons from insects and defoliants who forced the cotton to open faster. Defoliants sprayed agricultural aircraft, and people often fell under this rain, which led to illness.
The channels were built with a concrete base so that the water would not leave. Ravings were created, where the used water was discharged, salted and with the remnants of chemicals. From these ravines, the water returned to the rivers. The “beneficiaries” of this process were people who lived in the lower reaches, in Khorezm and Karakalpakstan: they received water with a high content of salt, chemicals, very hard, unavailable for drinking, requiring cleaning. Here is a process that led not only to the depletion of the rivers of the Amu Darya and the Syr Darya, but also to the deterioration of water quality in the lower reaches and, as a result, the health of the population.
There, in Karakalpakstan, the folk movement for the revival of Aral - one of the first movements of civil society in Uzbekistan originated.
Is it possible to do something with these consequences?
The task of replenishing Aral water water resources is poorly solved, there are no prospects for the restoration of water resources. However, the situation is not the same everywhere. Aral is divided into two parts, one receives water along the Syr Darya River, and the other from the Amu Darya. So, the Kazakhs were able to partially restore their half, having built a dam, separating these two parts, and there a rather large reservoir was formed, feeding on the Syr Darya. On the territory of Uzbekistan, Aral is already completely dry, and it is most likely not to restore it.
Uzbekistan is still largely relied on on the cultivation of cotton in agriculture as a source of currency. Now they stimulate production to process cotton at the local level, produce more costs of value added, so cotton-textile clusters are created. But the system is largely centralized, which deprives farmers of the right to choose and at the same time makes it not interested in saving water by drip irrigation. As a result, pressure on water, on land resources does not weaken.
The border of Uzbekistan and Kyrgyzstan is one of the most curious in the number of enclaves. Sokhsky district, Shahimardan, which are located in the territories of Kyrgyzstan - how do they function?
The tension around the enclaves arises between all three countries: Uzbekistan - Kyrgyzstan, Uzbekistan - Tajikistan, Tajikistan - Kyrgyzstan. This problem is still not completely resolved, and the exchange of territories as a way to get rid of the situation with the enclaves has not yet been completed. Just a couple of years ago, Kyrgyzstan and Uzbekistan exchanged territories around the reservoir, from which Uzbekistan draws water for irrigation and on which its power plant stands. And in 2025, a similar agreement was concluded between Kyrgyzstan and Tajikistan. But the enclaves are still preserved, for example, Uzbek Shahimardan, surrounded by Kyrgyz territory.
Enclaves are lands that belong to one state, but are surrounded by the territories of another. In Central Asia, especially in the Ferghana Valley, several enclaves have been preserved. The most famous of them are the Uzbek Soh and Shahimardan and the Tajik thief. In enclaves, there are problems with roads, access to water and pastures. This led to armed clashes, and although in recent years Kyrgyzstan, Tajikistan and Uzbekistan are negotiating on demarcation and even the exchange of territories, the enclaves remain hot spots of the region.
In the Soviet period, the borders were conditional and the parties actively used resources in the territory of neighboring republics. There was a general infrastructure production area. Conflicts began to arise when these countries became independent. Unfortunately, the States of Central Asia has not yet reached the degree of integration of the level of the European Union, but such a desire is and the topic is still on the agenda.
Are there any difficulties in the message of enclaves with large land?
The tension around the Shahimardan between the Kyrgyz and Uzbek sides remains, since it is difficult to ensure the free advance of Uzbek vehicles on the road to the enclave. Now the situation is a little leveled , but far from being fully.
Were the borders on an ethnic basis?
Yes, according to the results of the Magidovich commission in the early 1920s. The commission investigated the region for the purposes of national demarcation. It was necessary to determine who lives where, which territory of which republic should depart. This work, following the instructions from above on the creation of ethnocentric republics in Central Asia, carried out so scrupulously that even small mono -ethnic ones were revealed with a predominance of a certain ethnic group, whose inhabitants are surrounded by representatives of another ethnicity.
It is believed that this was done consciously to create potential for the conflict, and then act as an arbiter. But there is another point of view: that it was punctuality on the part of the commission, and the Soviet government simply accepted the result for execution and did not calculate the consequences - how the situation may develop if the Soviet Union breaks up. They thought that the USSR was forever.
How did it happen that the territory, which was quite open and did not have internal boundaries even before the Soviet Union, came to such bloody, cruel events as Osh?
This is due to the ethnocentric principle of the formation of the Soviet republics. It is also worth taking into account the history of the relationship between the Kyrgyz population, which grown cattle, and Uzbek, which has long been engaged in agriculture. The Ferghana region is the land where Sarts dominated the past. When the first census of the population passed and the Uzbek SSR, Sartov and a number of other ethnic groups in this territory were recorded as Uzbeks. Actually, the concept of “Uzbek” is associated with nomadic tribes, which, led by Sheyban Khan, arrived in the country from the north at the beginning of the 16th century. By that time, many other peoples lived in this territory and among them Sarts, who were a Turkic -speaking sedentary people. Upon arrival, Uzbek tribes also settled and gradually began to move on to the agricultural lifestyle. And when much later, after the formation of the USSR, the Kyrgyz also began to gradually proceed to a settled lifestyle and agriculture, the problem of lack of fertile land arose. And part of the Kyrgyz population wondered: why on earth? We are actually a nation-forming ethnic group here. Why do these Uzbeks, which are in the minority, control our resources?
Osh
Ethnic conflicts in the Kyrgyz city of Osha took place twice. For the first time - in June 1990, when hundreds of people died within a few days of violence, thousands were injured.
The second mass collision occurred in June 2010. Against the background of political vacuum and interethnic tension in Osh and Jalal-Abad, bloody battles between Kyrgyz and Uzbeks again flared up, as a result of which, according to official figures, more than 400 people died and tens of thousands of Uzbeks fled to Uzbekistan.
And the trigger of the conflict was the processes related to the change of power. When the President Kurmanbek Bakiev “left”, the regime was changing. The nationalist Kyrgyz part of the population perked up: now we will solve the issue of dividing the Earth. And aggression began to the Uzbeks. This mainly came from criminal and semi -criminal structures at the local level.
The most bloody events occurred in the Osh region, when the Uzbeks were forced to temporarily migrate to the territory of Uzbekistan, where camps were created for them. Karimov did not make this conflict, he gave the Uzbeks shelter, but then, in agreement with the authorities of Kyrgyzstan, they were all returned to the Osh region. But the status quo, which existed before these events, was impossible to completely return. That is, some heights, such as local bazaars, were taken under control by representatives of the Kyrgyz population.
What happened in Andijan?
There was a rise associated with a new stage in the development of Islamic movement and self -awareness, and with the “color revolution” in Kyrgyzstan. It was this revolution that frightened the Uzbek authorities, which explains the cruelty when suppressing the local movement, whose representatives began to be called acromists.
So, in Andijan there was a community of followers of the local informal theologian and thinker Akram Yuldashev . At the beginning of his activity, he was associated with the Hizb-Ut-Tahrir (recognized as a terrorist organization and is prohibited in Russia), but then he left its ranks and began to create his own teaching. It did not have a radical or militant nature, Yuldashev focused on self -cleaning, achieving the highest state of his faith, primarily thanks to the help of others in accordance with one of the five pillars of Islam - Sadak. This became the cornerstone of the community self -awareness, most of which were local entrepreneurs. They used the share of their income to help those in need and charity in Andijan.
The growth of the popularity of the community and figures of Akram Yuldashev alarmed Islam Karimov. First, Akram Yuldashev was arrested and condemned in the fabricated case, and then they began to fabricate the case on his followers-entrepreneurs. The members of the community defended their brothers and began to arrange peace pickets near the court building: dressed in costumes, white shirts, went out and stood on the side of the road.
And apparently, the authorities decided to provoke this community to violent actions in order to justify repression. They allowed a rumor that tomorrow the verdict would be announced and entrepreneurs would be convicted for a long time. And part of this community decided to act, raising the uprising. They went to prison where their brothers were, and freed them. But, besides this, they attacked the local military unit and received some more weapons. They also tried to attack the national security service building. There are serious suspicions that the agents of the SNB tuned them on these actions.
In the early morning of May 13, 2005, after the release of prisoners, activists moved to Andijan's central square, where they organized a rally. They also captured the building of the local Khokimiyat located on this square. A continuous crowded rally began, which was no longer included in the plans of the SNB. Islam Karimov himself arrived in Andijan, military units were urgently sent. Negotiations did not end, the crowd began to be shot. There were not only members of the community, but simply idle people who are not related to the Acramists, among them children, old people, women. Many of the curiosity came, some-simply express some discontent to the social situation in the field. And this crowd was blocked by troops.
There were an armored personnel carrier, soldiers stood, snipers were already sitting in the buildings, and they began to shoot people when they eventually began to leave the square in one of the streets. A small part of the protesters and rebels went to the border with Kyrgyzstan and managed to cross it. A camp of Andijan refugees appeared on the territory of the Osh region.
Western countries reacted to this situation. A large role was played by Kondoliza Rice, who was then the US Secretary of State. After some time, refugees began to be exported, they were relocated to the territory of Romania, and there they were already distributed as agreed between the United States and European countries. Как преподавали историю Узбекистана во времена Советского Союза? Отличалась ли она от уличной или домашней истории, которую транслировали люди в пространстве домохозяйств, школ и других небольших сообществ?
Конечно, на эти учебники по истории Узбекистана проецировалась коммунистическая идеология. Она подавала существование Узбекской ССР в ряду остальных 14 союзных республик, которые советская власть «освободила», реализовав принцип национального самоопределения в его коммунистическом толковании, при руководящей роли Москвы в лице Сталина и политбюро.
Историческая доктрина, которую насаждала Компартия Советского Союза, подавала всех, кто противостоял власти, как противников прогрессивных преобразований в республике. Представителей местного населения, боровшихся с властью после революции, потом назвали басмачами, и это слово получило негативный смысл.
Люди освоились, адаптировались к этой ситуации. На индивидуальном уровне, на уровне семьи оставались воспоминания дореволюционных времен. Но республики пережили такой активный процесс урбанизации и миграции населения, что многие связи, включая родо-племенные, стали подвергаться эрозии. И процесс возвращения к самим себе, к своей этнокультурной идентичности, не навязанной сверху, начался лишь после развала СССР. Конечно, это был возврат на новом уровне, который все же нес на себе родимые пятна советской эпохи.
Официальная постсоветская доктрина проходила этапы трансформации. Даже власти еще не определились, как подавать события до революции, первых лет после революции, как оценивать басмаческое движение. Институт истории издавал то одну монографию, то другую, оценки тех событий менялись, корректировались.
В итоге Ислам Каримов взял на вооружение доктрину национальной независимости. Начался процесс реабилитации интеллектуальной и политической элиты, пострадавшей в сталинскую эпоху. По инициативе Каримова даже был создан музей жертв репрессий.
Пересмотр истории идет и сейчас. Недавно была конференция по джадидам — представителям реформаторского движения начала XX века. В свое время часть джадидов все-таки пошла на сотрудничество с советской властью, их представители даже получили руководящие должности, но потом были репрессированы. А часть находилась в оппозиции. Вокруг джадидов (не басмачей!) создается ореол героев-реформаторов, приверженцев той модели, которой наша страна должна следовать.
Джадиды были представителями интеллектуальной элиты. Под влиянием реформаторских идей в сфере ислама, пришедших из Турции, Татарстана и Казахстана, они собирались реформировать общество, в первую очередь через систему образования. Они хотели примирить саму идею светского образования с исламом.
Понятие «миллат» («нация», «национальность») джадиды не использовали, но они были очень близки к тому, чтобы сформулировать идею нации как таковой.
А связана ли нынешняя популярность джадидов с тем, что после эпохи Каримова стало можно говорить об исламе, о религиозной составляющей жизни Узбекистана, и такая модель просвещенного ислама — это то, что людям сейчас симпатично?
Как вы знаете, Каримов принял на вооружение жесткую политику в отношении ислама. Когда СССР распался, в Узбекистане уже наблюдался подъем исламского движения — возвращение к исламу, к своей вере и традиционной системе ценностей. Одновременно шел процесс формирования демократического движения.
На волне исламского возрождения произошли события 1991 года в Ферганской области, в Намангане, когда активность местных исламских движений привела к тому, что они фактически взяли под контроль общественную жизнь в области и даже местные государственные структуры, стали устанавливать свои порядки. Лидеры этого движения требовали создания исламского государства на территории Узбекистана.
Это было время развала СССР и формирования новой нации. Каримов отправился в Наманган, чтобы разрулить ситуацию. К тому моменту сторонники возрождения ислама под руководством Тахира Юлдашева захватили здание местной администрации.
Каримов пошел на встречу с ними и заявил, что позитивно относится к такому варианту государственного устройства и готов его рассмотреть. Для него это было унижением — мямлить, что-то обещать. Когда на встрече в здании местной администрации началась молитва, он вынужден был сесть на колени и делать вид, что молится со всеми. И его окружение, которое прибыло из Ташкента, еще вчера советское, было вынуждено последовать его примеру.
Но после возвращения в Ташкент Каримов, видимо, решил, что с этим надо кончать. Он направил в Наманган силы безопасности. Тахир Юлдашев с группой последователей бежали из Намангана сначала в Таджикистан, потом в Афганистан, где создали Исламское движение Узбекистана. Каримов же начал железной рукой наводить новый порядок в стране, при котором не позволялись никакие формы исламского активизма — ни умеренного характера, ни тем более радикального.
Начались репрессии. Жаслык, тюремная зона на западе страны, в районе Приаралья, был заполнен политическими заключенными. Осуждали при малейшем проявлении какого-либо влияния со стороны зарубежного ислама, из стран Ближнего Востока, ислама любых форм, которые выходили за пределы контроля местной администрации. При правительстве был создан орган, который контролировал религию. Муфтий фактически назначался администрацией президента.
Есть четыре мазхаба, четыре правовые школы в исламе, и одна из них — ханафитская, которая сложилась в Центральной Азии еще до революции. Особенностью этой школы было сосуществование со светскими режимами. А правители получали легитимность не только со стороны ислама, но и согласно принадлежности, например, к ветви чингизидов, доказывающих происхождение от Чингисхана.
На Ближнем же Востоке ислам, особенно ваххабитский, исторически играл гораздо большую роль в контроле над управлением государством. Власти в Узбекистане решили оформить ханафитскую школу как официальную доктрину. И те активисты, которые пытались выходить за рамки ханафитской школы в ее официальной интерпретации, получали обвинения в исламском фундаментализме, радикализме, экстремизме и даже терроризме. В итоге в Жаслыке оказалось несколько тысяч мусульман, которые не соответствовали официальным лекалам ислама.
Когда к власти пришел нынешний президент Шавкат Мирзиёев , он ослабил репрессивный аппарат, узники совести были освобождены. Их не оправдали, просто закрыли дела — без реабилитации, под эгидой прощения: мы вас отпускаем. И Мирзиёев начал устанавливать контакты с исламским миром.
На волне этой новой политики в Узбекистане возникли радикальные фигуры. Они не призывали к установлению исламского государства, но требовали ограничения прав женщин в социальной и семейной сфере. Это вызвало определенную озабоченность в Узбекистане, особенно с точки зрения прав женщин и перспектив развития страны.
Ситуация резко изменилась после того, как талибы снова взяли власть в свои руки в Афганистане в 2021 году. Мирзиёев, видимо, был напуган этим процессом. Исламистов не посадили в тюрьмы, но они лишились той трибуны, которая у них была первые годы правления президента.
В Узбекистане есть, условно, некоторая городская интеллигенция, которая разделяет западные ценности, какими их называли до 2025 года. При этом в стране много сельского населения. Есть ли в Узбекистане такой конфликт, какой, например, был в Иране во время исламской революции, когда городская интеллигенция выступает против власти, против власти также выступает более религиозное большинство — и исламская идеология берет верх?
Как я сказал, Мирзиёев стал отходить от политики такого слишком активного заигрывания с исламом. В первые годы ему это нужно было для того, чтобы обеспечить свою политическую легитимность, поскольку большинство населения страны — мусульмане, многие из которых — активные верующие. Мирзиёев видел в этом рычаг давления на ту самую интеллигенцию, для которой свойственно больше выступать за гражданские свободы, свободу прессы, права женщин, процесс демократизации.
Но теперь, после 2021 года, политический флюгер повернулся немного в другую сторону. Сейчас больше наблюдается подобие диалога со светским гражданским обществом, в том числе для установления контакта с западными странами. Недавно президент Узбекистана посетил Германию и Францию, где его хорошо приняли.
Ведущую роль в этом процессе взяла на себя дочь президента Саида Мирзиёева . Она патронирует ту часть гражданского общества, которая связана с женскими правами, — это заметно по таким фигурам, как Ирина Матвиенко . Возможно, что Саида Мирзиёева планирует стать преемницей отца и заранее готовит политический капитал. Она делает успешную карьеру, занимает все более высокие позиции в государственной иерархии и уже получила место главы президентской администрации.
Почему, когда субъект выходит из-под контроля метрополии в имперской системе, в нем часто устанавливается диктатура?
Хотя в Москве после распада СССР и произошли какие-то демократические преобразования, от имперского наследия там не отказались, несмотря на то, что Ельцин делал такие заявления: «Берите независимости столько, сколько хотите». Но потом случилась чеченская война, когда одна из республик решила выйти из состава России. Второй звонок — это война в Таджикистане, которая началась с конфликта властей и выходцев из региона Бадашхана. Российская Федерация вмешалась, использовали вооруженные силы. Третий звонок — это Приднестровье. Потом была Грузия и так далее.
Россия пыталась играть активную роль и контролировать ситуацию в республиках. Конечно, Москве было проще иметь дело с авторитарными лидерами, которыми легко управлять, против которых всегда имеется какой-то рычаг, какой-то компромат. Намного сложнее выстраивать отношения с демократически избранными силами, которые в тот период выступали с патриотической платформой и были настроены антиимперски.
Это не значит, что Москва, скажем, играла прямую роль в назначении Каримова. Но если бы появилась альтернативная фигура из числа демократов, Россия, скорее всего, выступила бы против. Бывший центр действовал путем удаления фигур и движений, альтернативных тем авторитарным лидерам, которые возникали на постсоветском пространстве, причем не без содействия Москвы. Это касается и Эмомали Рахмона, и Нурсултана Назарбаева, и Ислама Каримова, и Шавката Мирзиёева.
Есть ли шанс на демократическое развитие власти в нынешнем Узбекистане?
Пока что не видно перспектив именно для демократического устройства. Чем больше правит авторитарный лидер, тем больше он склонен прибегать к репрессивным действиям. У него возникает желание править пожизненно, не оставлять уже ничего и никому, кроме тех, кому он доверяет. И чем больше он правит, тем больше обрастает коррупционными связями, получает доходы, используя служебное положение, контроль над активами. И контроль над активами способствует конвертации этих финансовых ресурсов в политические. Это взаимный процесс между политикой и финансами, между активами и политикой и властью.
В Узбекистане, к сожалению, нет дееспособной оппозиции. Если ситуация в экономике ухудшится особенно сильно, теоретически может произойти спонтанный социальный взрыв, и в результате появятся лидеры, которые смогут прийти к власти. Но это не обязательно приведет к демократизации. Мы это видим на примере Кыргызстана, где случались такие взрывы, но нынешняя ситуация все больше напоминает соседние страны.
Недавно в Узбекистане возникла партия социал-демократического свойства, но пока она не получила большой популярности. Раньше были две оппозиционные, конкурирующие политические группы: «Бирлик» и «Эрк», «Эрк» представлял и возглавлял Мухаммад Салих, а другую партию — Абдурахим Пулат. В «Бирлике» наибольшую дееспособность сохранил Пулат Ахунов. Он живет в Швеции и пытался добиваться какого-то процесса демократизации путем диалога с нынешними властями. Еще при Каримове ему было позволено вернуться в Узбекистан, но он ничего там не смог сделать и с большим трудом выехал обратно в Швецию. Сейчас он пытается как-то воздействовать на ситуацию оттуда, но мы не видим большого эффекта.

Недавно в Фергане арестовали на 15 суток шофера: он возмутился на заправочной станции тем, что долго стоял в очереди, но не смог заправить газом автомобиль. Он взял машину в аренду, и это был источник его заработка. Мужчина никак не проявлял себя раньше в плане гражданской активности, просто опубликовал видео, в котором выразил возмущение произошедшим, размахивая при этом дырявым башмаком как символом его отчаянного положения. За эту акцию его в канун Нового года посадили. И тут общество как-то взорвалось, понимаете? Возникла поддержка в социальных сетях, началась серия флешмобов. Было много желающих принять участие в суде, хотя многих не пустили. Но власти почувствовали давление и начали делать уступки.
Я думаю, что это очень интересный и важный феномен проявления признаков солидарности, которая является ключевым моментом возникновения любого протестного движения. И я думаю, что если эта солидарность не будет подавлена в зачатке, то со временем она сможет развиться в нечто большее.
