The Moscow Court recognized the manga about the girl and the snake "propaganda of non -traditional relations"

Mangalib and other sites with comics and fan fiction constantly face censorship and fines. Roskomnadzor considers them a "cultural threat"

Since the beginning of a full-scale war, the Russian authorities have been conducting the campaign of Internet censorship, including laws against the LGBT community. Even platforms with comics and fan fiction fall under the blow of Roskomnadzor. So, Mangalib alone, the largest Russian -speaking platform of manga, was fined 14 million, and its manager - 1.2 million rubles.

On September 10, the magistrate court in Moscow fined the manager of the Mangalib online bibliotexts Ivan Kvasta for 200 thousand rubles under the article on “promoting non-traditional sexual relations” among adults (part 3 of article 6.21 of the Code of Administrative Offenses).

According to the Baza publication, the reason for the fine was the Japanese comic "Girl married to the snake." During the proceedings, the court sided with the prosecution and decided that relations between man and the “mythological creature” fall under the definition of “non -traditional” ones. As the judge explained, in the interpretation of the law, these include any sexual relations outside the heterosexual norm, that is, not the connection of a man and a woman.

Mangalib is the largest Russian-speaking online platform and a mobile application for publishing comics and works in the style of manga and anime. The site has both professional works and amateur stories and illustrations. In the telegram channel of the library, there are more than 91 thousand subscribers, and more than 607 thousand people are signed on the platform in VKontakte. In June, the service had a new co -owner - the head of the Russian legal entity of the StoryTel platform and the co -owner of Litnaya Boris Makarenkov.

"Threat of National Security"

Ivan Kvasta had previously been fined in such cases: as the “Mediazon” paid attention, from the beginning of summer at least ten protocols on the “propaganda of LGBT” were drawn up against him. What exactly is charged with him is unknown in many cases. However, in June, the magistrate court fined the manager of 400 thousand rubles under the protocol on the “propaganda of LGBT” due to the comic book about the “young revolutionary UTEN”, which was published on Mangalib.

Among other things, a penalty of 600 thousand rubles was written out of the same article in August: the manga “Fuzosi Haru-chan was the reason”, “Banana fish / Banana Fish” and “Reincarnation in the Colosaum”, published on the Mangalib website. Now they are inaccessible. According to the resolution, materials that propagate “non -traditional relations” were found in the mangs. In two cases, these were images of relations between men, and in “Reincarnation in the Coliseum” - between women.

Also, the Mangalib platform was fined 14 million rubles as a legal entity. The decision was made by the Tagansky District Court of Moscow: as the Mediazona wrote , seven works on the site were the cause of fines: “The girl-revolutionary of Uten: Theatrical version”, “Banana fish”, “Reincarnation in the Coliseum”, “Immaculate sin 2”, “For two”, “Beast is a partner for Kodokuri Seikatsu” and “Fudzosi Haro-Tyan Likes to drink. " For each of them, the court set a fine of 2 million rubles.

Roskomnadzor, who acted as the prosecutor, claimed that the mangs depicts male characters experiencing romantic feelings for each other. According to the department, the manga “The girl-revolutionary of the UNIT” is “a cultural threat to the national security of the Russian Federation regarding the protection of traditional values”. As for the “reincarnation in the Coliseum”, as a representative of Roskomnadzor stated in court, it “shows a harem of defeated girls, namely hugs, kisses, sex, including group”.

The defense disputed only one protocol drawn up due to the manga "Fuzosi Haru-chan loves to drink." The representative of Mangalib Konstantin Popov pointed out that not two men, but a man and a woman are depicted on the cover. He also emphasized that the platform fulfills all the requirements of Roskomnadzor and makes efforts to modulate content.

The reaction of the platform

From the very beginning of the full -scale war of Russia with Ukraine, the Mangalib team tried to modify the platform tightly so as not to fall under new prohibitions. As Medialeaks wrote in April 2022, screenshots from Ukrainian users of the platform with complaints about blocking accounts for mentioning Ukraine and hostilities were distributed on social networks. Some users from Ukraine claimed that access to the site was closed not only for discussing the war, but also for indicating where they live.

After the first fines, the management of Mangalib made changes on the platform. According to the site of the site on July 29, 2025, they primarily affected new content: all materials are now undergoing preliminary moderation. Readers were offered to complain about the “propaganda of LGBT” and “violation of the law of the Russian Federation”.

Later, on August 5, Mangalib representatives admitted that they intensified moderation due to administrative protocols drawn up on the site. The resource team also explained the restrictions on external links with the desire to “protect the platform and minimize legal risks”.

The fight against fan fiction and comics

Roskomnadzor and the Russian state are intensively fighting fan fiction and comics. So, in July 2024, Roskomnadzor blocked the site with the fanficus fan fiction due to the presence of “forbidden content”. Then representatives of the site described the action plan to avoid blocking:

“We close access to part of the content for users from the territory of the Russian Federation. The selection of such works will be automatic - by type of relationship, warnings and tags. It will be possible to read works with such metadanes only users in whose countries these texts do not violate the laws, ”they said there.

The authors of the blogs were warned that they were obliged to correctly indicate when publishing the type of relationship between the characters. And already in mid-August, after the platform hid Quir-content for Russian IP addresses, Fanficus was expelled from the register of prohibited content.

Then, in July 2024, the largest site with the Russian-speaking fan fiction “Book of Fanfiction” announced the restriction of access to slash/Femslash content, that is, stories with homo- and bisexual characters.

In June 2025, Roskomnadzor blocked the popular WattPad platform, which has been published since 2006 stories and fan fictions. The occasion is “systematic ignoring the requirements for the removal of prohibited information”, including materials containing “promoting non -traditional sexual relations”.
