The EU and Ukraine are preparing a new peace plan with the participation of Trump

The 12-point plan calls for a ceasefire, prisoner exchange and gradual lifting of sanctions on Russia.

The European Union and Ukraine are jointly developing a 12-point plan to end the war with Russia, Bloomberg reports , citing sources. According to the document, Russia and Ukraine will have to agree to a ceasefire and stop the advance of troops. After this, Moscow will return Ukrainian children taken from the combat zone to territories not controlled by Kiev, and an exchange of prisoners will take place.

The implementation of the plan will be monitored by a peace commission led by US President Donald Trump. Ukraine, according to the project, will receive security guarantees, funds for the restoration of destroyed infrastructure and a path to accelerated accession to the European Union.

Gradual lifting of sanctions against Russia and negotiations on territories

The EU plan provides for the gradual lifting of sanctions against Russia. At the same time, about $300 billion of frozen assets of the Central Bank will be returned only after Moscow agrees to participate in financing the restoration of Ukraine. If hostilities resume, sanctions are promised to be returned immediately.

Next, the parties will have to begin negotiations on the status of the territories. The Kremlin previously emphasized that it did not agree to a “freeze of the conflict” and stated the need to achieve all the goals of the operation, including Kyiv’s refusal to join NATO and the recognition of Russian sovereignty over Crimea and Donbass.

Bloomberg notes that the project echoes the initiative of Donald Trump, who proposed to “freeze the conflict on the current front line” and then move on to a political settlement. The US President said that if the parties do not agree, then “many will pay a big price.”

The previous EU initiative focused on Ukraine's European integration

In May 2024, the European Commission presented the long-term RebuildUkraine program, which provides for the restoration of the country in parallel with reforms and integration into European structures. This plan involves the creation of a special platform and financial instrument, the RebuildUkraine Facility, which will combine grants and loans.

According to the head of the European Commission, Ursula von der Leyen, the restoration of Ukraine must be accompanied by the fight against corruption, judicial reform and the implementation of “green” and digital EU standards. “Over time, this combination of investment and reform will support Ukraine in its progress along the European path,” von der Leyen emphasized.

Zelensky’s “Victory Plan”: five points and three secret annexes

In the fall of 2024, Ukrainian President Vladimir Zelensky presented his own plan for Ukraine's victory to the Verkhovna Rada. At that time, it was known only to then US President Joe Biden, and presidential candidates Kamala Harris (vice president in the Biden administration) and Donald Trump, as well as several European leaders. Zelensky told deputies that the plan does not depend on Russia.

Zelensky's plan includes 5 points and 3 secret annexes. The first is inviting Ukraine to NATO “now”. The second and third are military measures: strengthening defense, strengthening air defense, using satellite data, lifting restrictions on long-range weapons and placing a strategic non-nuclear deterrence package on Ukrainian territory. The fourth point concerns the protection and joint extraction of critical resources such as uranium, lithium and titanium. The fifth is a proposal to replace certain US contingents in Europe with Ukrainian military units after the war.

The Russian Foreign Ministry called Zelensky’s plan “a set of incoherent slogans” and “bloody foam on the lips of a neo-Nazi murderer.” Kremlin spokesman Dmitry Peskov described the initiative as “ephemeral.” Russian President Vladimir Putin did not personally comment on the document, but previously stated that Ukraine’s accession to NATO was “unacceptable” for Russia.

Earlier, “Verstka” reported that Kiev’s Western allies are discussing the option of deploying NATO air defense systems on the border with Ukraine to intercept Russian missiles and kamikaze drones over Ukrainian territory.
