The “cooling off period” rule has been in test mode since November 10. The blocking will be activated if the SIM card has been inactive for three days or when returning to Russia from abroad. According to Kholod, Megafon subscribers are already receiving messages with the text: “Hello. We inform you that after returning from abroad, access to mobile Internet will be limited for 24 hours.
