The Ministry of Digital Development announced that SIM cards from Russian operators will be subject to a 24-hour “cooling off period” when returning from international roaming, during which access to the mobile Internet and SMS will be blocked. Officials explained that this innovation will help distinguish the devices of real subscribers from combat drones that use the mobile network.

“The innovations are aimed at ensuring the safety of Russian citizens. SIM cards with mobile internet can be inside enemy UAVs and used to navigate them. Temporary blocking will improve protection against drones,” the ministry noted.
The “cooling off period” rule has been in test mode since November 10. The blocking will be activated if the SIM card has been inactive for three days or when returning to Russia from abroad. At the same time, the Ministry of Digital Development spoke about ways to restore access to the network ahead of schedule.

According to Kholod, Megafon subscribers are already receiving messages with the text: “Hello. We inform you that after returning from abroad, access to mobile Internet will be limited for 24 hours. To remove the restriction, upon return you will receive an SMS from the operator for authorization.” The operator emphasized that calls and services from the “white list” will be available to users.
If communications are blocked, subscribers will receive an SMS message from their operators with information on how to remove restrictions. For example, users can follow a link from a message and enter a captcha - a code in a picture that, as a rule, only people can read. Subscribers can also interrupt the “cooling-off period” by contacting their operator’s call center and undergoing telephone identification.
