The Krasnodar City Hall has published new rules for coordinating street musical performances.
Applications submitted no later than 20 days before the event will be approved.
The application must indicate not only the passport details of all participants and the location of the event, but also the genre of the performance, and a video recording of the compositions on a flash drive (the documents contain a note “if available”).
The mayor's office will have the right to refuse if it finds a discrepancy in the documents, as well as if another application for the event has already been submitted and agreed upon for the same place and at the same time.
Performances will generally not be possible for groups of more than 6 people. It is prohibited to install any equipment that “impedes the passage of citizens.”
There is also a requirement to observe “quiet hour” (13:00-15:00), and also not to use swearing and political propaganda, as well as - attention - “war propaganda”...
