On December 28, closed negotiations between the presidents of the United States and Ukraine took place in Florida. As a result, Donald Trump and Vladimir Zelensky admitted that despite significant progress on most points of the peace plan, the key issue - territorial, primarily Donbass - remains unresolved. The leaders announced this at a joint press conference after a meeting at the Mar-a-Lago residence, which lasted more than two hours and ended with a separate video call with European leaders.
Trump described the negotiations as “amazing” and noted that the parties had agreed on about 95% of the parameters of a possible agreement. According to him, “one or two of the most difficult issues” remain unresolved, and it is the topic of territories that continues to cause the greatest disagreement. Zelensky, in turn, said that more than 90% of the peace plan has already been agreed upon, and security guarantees for Ukraine are “one hundred percent.”
The central topic of the negotiations was security guarantees, the military part of a possible agreement and a plan for the restoration of Ukraine. Vladimir Zelensky said that security parameters with the participation of the United States and European countries have been fully agreed upon, while work on the economic bloc, including the restoration of the country, continues. Separately, the parties discussed the sequence of further steps and the format of future contacts.
Zelensky admitted that if the final deal turns out to be politically and legally difficult, some of its provisions may be put to a referendum. Donald Trump confirmed that the agreement could be approved in different ways - through parliament or a popular vote - but emphasized that a ceasefire specifically for the sake of a referendum was not discussed, since such a regime, according to him, is easy to disrupt.
Both sides announced their intention to continue negotiations in the near future. Trump said that a new stage of consultations is planned for December 29.
On the eve of the meeting with Zelensky, Trump had a telephone conversation with Vladimir Putin, which, according to him , was “good and productive.” The American president did not disclose the details of the conversation, but the Kremlin reported that the conversation lasted about one hour and also concerned the idea of a temporary ceasefire.
Vladimir Putin's assistant Yuri Ushakov said that Moscow is skeptical about the idea of a truce under the pretext of preparing a referendum, considering such proposals as a path to prolonging the war. According to him, for a diplomatic end to the conflict, Kyiv must make a “responsible political decision” on Donbass, taking into account the situation at the front.
Ushakov also said that Vladimir Putin and Donald Trump agreed to create two working groups to prepare a peace agreement, the parameters of which are planned to be determined in January. Separately, he said, the issue of the Zaporozhye nuclear power plant and possible international or joint management of it was discussed - Trump noted that the launch of the station could be carried out “pretty quickly.”
On December 29, the parties outlined possible next steps in the negotiation process. Vladimir Zelensky said that the United States offered Ukraine “reliable” security guarantees for a period of fifteen years with the possibility of extension. According to him, at a meeting with Donald Trump he insisted on a longer horizon - from 30 to 50 years - and the American president promised to consider this option.
The Ukrainian leader also announced plans to hold an advisory-level meeting in the coming days with the participation of representatives from the United States and European countries. According to him, Ukrainian negotiator Rustem Umerov is already in constant contact with American and European colleagues, and Kyiv expects that this meeting will take place on Ukrainian territory and will help advance negotiations to end the war.
Zelensky stressed that the lifting of martial law in Ukraine is possible only after the end of the war and receipt of security guarantees. According to him, without such guarantees the conflict cannot be considered completely over. He also said that any agreement to end the war must be signed by four parties - Ukraine, Russia, the United States and European countries - as part of an agreed 20-point plan.
The Kremlin, in turn, agreed with Donald Trump’s assessment that negotiations on Ukraine have reached the final stage, while emphasizing that a telephone conversation between Vladimir Putin and Vladimir Zelensky is not yet planned. Press Secretary of the Russian President Dmitry Peskov confirmed that Moscow shares the opinion of the American leader that a possible agreement is close - Trump voiced this assessment after a meeting with Zelensky in Florida and his own telephone conversation with Putin.
At the same time, Peskov said that Ukraine must completely withdraw troops from Donbass “beyond the administrative borders,” refusing to clarify whether this requirement applies to the Zaporozhye and Kherson regions, and announced a new contact between Putin and Trump in the near future.
