Putin canceled annual declarations for officials

A declaration will only be required in certain cases

Russian President Vladimir Putin signed a package of laws abolishing the mandatory annual submission of anti-corruption declarations for officials and deputies. We are talking about two bills that exempt civil servants from the obligation to annually provide information on income and expenses provided for by the anti-corruption law.

According to the new norms, declarations will be submitted only in certain cases. In particular, when appointed to a new position, transferred from one government agency to another, included in the federal personnel reserve, as well as when entering the service or hiring in a number of organizations.

In addition, declarations are retained if an official has acquired real estate, shares or cryptocurrency in a year in an amount exceeding the total income of his family for three years, as well as in the case of participation in elections.

It took less than two weeks to consider the bills

Both bills were submitted to the State Duma on December 10 and passed three readings in less than two weeks, after which they were sent to the Federation Council and signed by the president.

One of the authors of the initiative, head of the Duma Committee on Security and Anti-Corruption Vasily Piskarev, called the publication of declarations an “archaic system” and stated that it would be replaced by the state information system in the field of anti-corruption “Poseidon”. Through the system, control over the income and property of civil servants and their relatives will be carried out throughout the year, without an annual declaration campaign.

Annual declarations for officials were introduced under Dmitry Medvedev

The obligation for officials to file annual income declarations was introduced in 2009 as part of an anti-corruption program announced by then-President Dmitry Medvedev.

At the end of 2022, Vladimir Putin allowed military and high-ranking security officials participating in the “SVO” not to submit information on income, and in 2023, declarations of State Duma deputies and senators were no longer published in the public domain.

Earlier, “Verstka” reported that the Prosecutor General’s Office hid data on the number of officials and security forces who committed corruption crimes in 2024. Typically, such data was updated 2 times a year.
