Ukrainian President Vladimir Zelensky told reporters that in Florida on December 28, he proposed to US President Donald Trump to provide Kiev with security guarantees for up to 50 years, while the United States agreed to provide security guarantees for 15 years.

“I told him that we are already at war and it has been going on for almost 15 years. Therefore, I would really like the guarantees to be longer. And I told him that we would really like to consider the possibility of 30-40-50 years. And then this will be a historic decision by President Trump. The president said that he would think,” Zelensky was quoted as saying by RBC-Ukraine.

In turn, Trump, after negotiations with Zelensky in Florida, called their meeting “wonderful.” Speaking at a joint news conference, Trump said the parties discussed a wide range of issues and made significant progress toward a possible peace agreement.

“We discussed many issues. I think we are much closer, perhaps very close, to reaching a peace agreement,” Trump said. According to him, “91% of Ukrainians are for the war to end.” “Russia also wants to finish it. Everyone wants to finish it,” Trump added.

Zelensky, for his part, said that as a result of the negotiations, the parties “almost came to a common understanding of security guarantees for Ukraine,” clarifying that about 95% of the peace plan had already been agreed upon.

Territorial issue and agreement approval format

The American president emphasized that, despite the high level of agreement, one or two unresolved issues remain, the main one of which is the issue of territories. “Ukraine better get a deal now or it will lose more land and people,” Trump said, adding that Ukraine “fought bravely, but it’s time to end the conflict.”

Trump also noted that decisions on the final settlement should be made by Ukraine itself - either through a popular referendum or after the peace plan is approved in parliament. According to him, such an approach is necessary to give legitimacy to the agreements.

Answering a question about the situation around the Zaporozhye nuclear power plant seized by Russian troops, Trump said that he discussed this topic in detail on December 28 with Russian President Vladimir Putin. “President Putin is actually working with Ukraine to open it up. In this sense, he behaves very well. He wants to see it open,” the US President said.

Shortly before the negotiations between Zelensky and Trump, the International Atomic Energy Agency announced that Russia and Ukraine had agreed on a local ceasefire in the area of ​​the Zaporozhye nuclear power plant to restore the transmission of electricity between the distribution substations of the nuclear power plant and the Zaporozhye thermal power plant.

Trump also reiterated that the bulk of future security guarantees for Ukraine should fall on European countries.

European role and international contacts

After the meeting in Florida, Trump and Zelensky also held telephone conversations with European and NATO leaders and discussed further steps and the role of allies in ensuring the security of Ukraine.

French President Emmanuel Macron announced the involvement of Europe in the formation of a system of security guarantees after Zelensky’s negotiations with Trump. According to him, a meeting of the “ coalition of the willing ” will take place in Paris in early January, at which the “concrete contribution” of each country to ensuring the security of Ukraine will be agreed upon.

Macron took part in a general conversation between European leaders with Trump and Zelensky, and then had a separate conversation with the President of Ukraine. Trump is expected to host Ukrainian and European representatives in Washington in January.

The head of the European Commission, Ursula von der Leyen, also spoke about the importance of strict security guarantees. “Europe is ready to continue cooperation with Ukraine and our American partners to consolidate progress. It is critical that these efforts have iron-clad security guarantees in place from day one,” she stressed.

Earlier, Zelensky named the key guarantees that Ukraine is counting on from Europe and the United States. Among them are maintaining the number of Armed Forces of Ukraine at the level of 800 thousand people, Ukraine’s membership in the European Union, ensuring security “in the sky, on land, at sea,” as well as in the energy and financial spheres. In addition, Kyiv is seeking to obtain legally enshrined security guarantees from the United States, including in Congress.

The next meeting between Donald Trump and Vladimir Zelensky could take place as early as December 29.

Before the summit in Florida, Trump called Putin

Vladimir Putin and Donald Trump, shortly before the summit of the presidents of Ukraine and the United States, held a telephone conversation at the initiative of the White House. It lasted 1 hour 15 minutes.

According to Russian Presidential Assistant Yuri Ushakov , Moscow supported Washington’s proposal to create special working groups to sign a peace agreement between Russia and Ukraine. Their format and parameters will become known in early January, but it is already clear that the first group will deal with security issues, and the second with economic issues.

According to Ushakov, the US President noted that after the end of the Russian-Ukrainian war “he sees very serious prospects for economic cooperation between the United States and Russia.”

Earlier, “Verstka” reported that Vladimir Zelensky revealed a 20-point peace plan . The main disagreements in it are the management of the Zaporozhye Nuclear Power Plant and territorial issues.
