Putin approved special training for reservists

Experts believe that reservists can be deployed in the territories of Ukraine occupied by the Russian army

Russian President Vladimir Putin signed a decree on holding special training camps in 2026 for citizens in the mobilization reserve. The document came into force on December 30. The fees are intended to ensure the protection of critical facilities and other life support facilities, the document says.

The government has been instructed to determine the list of such facilities, and the Ministry of Defense has been instructed to determine the list of military units that will ensure the training.

What is known about reservists and conditions of participation

According to official information, we are talking about Russians who are in the reserves and who voluntarily entered into a contract with the Ministry of Defense to remain in the mobilization manpower reserve. These are former military personnel or graduates of military training centers at universities. The total duration of training cannot exceed 6 months per year, and the time of participation is counted towards the total period of military service.

The Ministry of Defense explained that reservists will be compensated for their average earnings, travel and housing costs, and will also be paid travel allowances. The unemployed are guaranteed benefits not lower than the minimum wage. In addition, participants in the training camp receive a salary according to their military position and a salary according to their rank.

The Russian General Staff emphasized that the involvement of reservists in such training is not related to mobilization and does not involve participation in hostilities or performing tasks outside the country.

At the same time, the American Institute for the Study of War believes that the law allows the deployment of reservists in the territories of Ukraine controlled by the Russian army.
