
At least 41 of the 85 regional departments of the Ministry of Emergency Situations, including those in the annexed Crimea and Sevastopol, have stopped publishing news, safety instructions and warnings about UAV attacks, snowfall, ice or extreme frosts on Telegram, Vorstka calculated.
Departments either notified subscribers about the transition to Max, or simply began writing posts in the “national messenger” and “VKontakte”.

For example, on January 6, the Ministry of Emergency Situations of the Perm Territory reminded about the channel in Max - on the same day, notifications about drones appeared in Telegram, but there were no more messages in the channel. The Ministry of Emergency Situations of the Rostov Region left Telegram on January 2, but notifications about UAVs did not come either there or to Max - Governor Yuri Slyusar talked about them on his social networks. From January 1, the Ministry of Emergency Situations of the Samara Region promised to write in Telegram only about UAVs; now the department is publishing instructions on behavior during unmanned attacks.

Another 28 regional departments of the Ministry of Emergency Situations only partially transferred to Max. They publish incomplete news on Telegram with links to details in “national messenger” or duplicate only some of the posts that appear in Max. For example, in Telegram, the Ministry of Emergency Situations of Udmurtia, Belgorod, Voronezh, Oryol and Penza regions mainly continued to warn about the threat of drones. Other news and instructions were published only in the “national messenger”.
Some departments have changed their strategy. Thus, on January 6, the Ministry of Emergency Situations of the Sverdlovsk Region reported that “the Telegram channel is completing the publication of news.” However, already on January 13, a post appeared about returning to the platform, since “life makes its own adjustments.” On January 5, the Ministry of Emergency Situations of Dagestan said goodbye in one channel and announced that only alerts about drones would remain in Telegram, while most of the posts from Max were duplicated in the second channel without abbreviations.
On January 2, the Ministry of Emergency Situations of the Astrakhan Region offered to subscribe to Max and did not publish anything on Telegram until January 12, but then began publishing news from the “national messenger” in an abbreviated version.
The Kostroma Region Administration announced on January 1 that operational information will be in Max, however, Telegram continues to publish abbreviated news, and also repost notifications about air danger from the channel of Governor Sergei Sitnikov. The Ministry of Emergency Situations of the Orenburg Region uploads to the channel only reposts of the head of the region about UAV threats.
16 regional EMERCOMs remained on Telegram, including annexed Sevastopol, of which 13, in principle, do not have channels in Max. The Ministry of Emergency Situations of the Kemerovo and Magadan regions duplicate posts on two platforms. And in the Jewish Autonomous Region, the Telegram channel of the Ministry of Emergency Situations not only did not close, but on January 13 it took a prize position in a competition organized by the regional government.
The transition of the Ministry of Emergency Situations to Max also affected the Ukrainian territories, which Russia captured and considers its own. The Ministry of Emergency Situations in the occupied part of the Zaporozhye region stopped publishing messages on Telegram on January 2, while storm warnings, safety instructions and invitations to serve in the “department” appear in the Max channel. The “LPR” telegram channel publishes abbreviated news with a link to Max. The department in the “DPR” wrote that since January 2, Telegram has switched to archive mode, but now storm warnings continue to be published there. The Ministry of Emergency Situations in the occupied part of the Kherson region remained on Telegram - the department basically does not have a Max channel.
On December 30, the Russian Ministry of Emergency Situations called for subscribers to subscribe to the channels of regional departments in Max. In January, the department told Rossiyskaya Gazeta that Telegram channels would operate “for at least another six months.” The Russian Ministry of Emergency Situations promised to post “non-urgent messages” “with a delay of four hours compared to posts in Max.” Emergency notifications: about the threat of an unmanned threat or about bad weather, according to representatives of the department, should be “promptly distributed through all channels available to the Ministry of Emergency Situations, including through Telegram and SMS mailings.”
Let us remind you that Vorstka previously reported that officials consider the project to transfer the population to Max a “failure.” Despite the impressive download numbers , they don’t want to switch to Max for personal communication and don’t read the channels there.
