The occupation authorities of the Kherson region will sharply raise housing and communal services tariffs for the population from October 1, 2026, as follows from the presentation published on the local government website, Vorstka noted.

The document says that the sharpest increase is expected for services for the removal of solid household waste - they should jump by 39.95%, from 344 to 478.85 rubles per cubic meter. The cost of water supply will increase by 23.5%, and electricity per kilowatt hour for residents by 32%. The price of a cubic meter of gas will increase by 20.33%, and the cost of water disposal (sewage) will rise by 32.8%.

All these changes will come into force on October 1, simultaneously with the increase in tariffs in all regions of the Russian Federation. The Russian authorities will index utility prices twice in 2026: small, by about 1.7%, from January 1, and large-scale, from October 1. Traditionally, tariff increases occurred once a year in the summer.

Vorstka’s interlocutors in the State Duma and regional administrations do not hide the fact that for 2026 the scheme was changed due to the State Duma elections scheduled for September 11. “So as not to anger the people in front of them again,” one of the parliamentarians explained to Vorstka.

Last November, the Government of the Russian Federation issued a decree on the maximum increase in housing and communal services tariffs for residents in 2026 for each of the Russian regions. At the same time, the document does not contain information about the occupied Kherson and Zaporozhye regions, as well as about the “DPR” and “LPR”.

According to the government decree, the strongest maximum growth for housing and communal services in general from October 1, up to 22%, is allowed in the Stavropol Territory. Dagestan is in second place in this indicator - 19.7%.
