The State Duma proposed killing stray dogs in the DPR

Deputies have already prepared a corresponding proposal to the “regional authorities”

The head of the State Duma Committee for Family Protection, Nina Ostanina, proposed introducing an “extraordinary situation” regime in the DPR, which allows stray dogs to be euthanized. She stated this at a meeting of the working group on the issue of attacks on people by stray animals, Vorstka noted .

Ostanina read out a complaint from residents of Mariupol, who claim that 10 thousand stray dogs are running through the streets of the occupied city, and children’s surgery is treated with bites every day. At the same time, according to Ostanina, the DPR authorities have developed a bill prohibiting the killing of stray animals without special reasons, for example, the presence of an incurable disease. The deputy criticized the document, calling it “supersoft.”

“If there are a lot of specialists in the Donbass who will just like this prove [an incurable disease] for every dog, then let them fiddle around... But we know that there are now so many problems in health care that concern people that... Of course, humane treatment of animals is very important, but first of all, people, especially children,” she said.

Ostanina emphasized that Donbass is a “special territory” where many animals ended up on the street against their will. She said that the State Duma had already prepared a letter to the DPR authorities with a proposal to tighten the bill. Those present at the working group meeting agreed with the proposal.

The Russian Constitutional Court allowed the killing of any ownerless animals

The “extraordinary situation” regime was developed after the Constitutional Court banned the killing of any ownerless animals. This regime implies that dogs will be taken to temporary holding centers, where they are allowed to be euthanized if owners cannot be found. Before this, such a regime was introduced in Orenburg and Novokuznetsk .

Let us remind you that earlier “Verstka” reported that war, drought and abandoned people with disabilities are commonplace in today’s Donbass. Local residents sometimes rejoice at the death of loved ones, since they do not have the opportunity to care for them, and the authorities practically do nothing to help.
