Ukraine has agreed with its Western partners on a plan to respond to possible violations by Russia of a future ceasefire agreement. It assumes a multi-level and coordinated response from Europe and the United States, writes the Financial Times, citing sources. Discussions took place in December and January with the participation of Ukrainian, European and American officials.

According to the plan, the first reaction to a violation of the truce should follow within 24 hours - from a diplomatic warning to the necessary actions on the part of the Ukrainian army.

If hostilities continue, a second phase will be launched with the participation of “coalition of the willing” forces.

“If the breach escalates into a larger attack, a coordinated military response by Western-backed forces involving the US military will take effect 72 hours after the initial breach,” the publication said.

Russia's position and negotiation background

Russia states that it is categorically against the deployment of Western forces on the territory of Ukraine and is not ready to stop hostilities without the withdrawal of Ukrainian troops from the entire territory of Donbass.

In turn, representatives of Kyiv, Moscow and Washington are planning a new trilateral meeting in Abu Dhabi on February 4 and 5 as part of negotiations to end the war. President of Ukraine Vladimir Zelensky previously announced the readiness of a bilateral document on security guarantees from the United States.

Update of defense documents and visit of the NATO Secretary General

Zelensky approved the updated structure of Ukraine's defense plan . The document is marked “for official use” and provides for the development of a new defense plan by the government together with the security and financial departments.

The previous structure, in force since 2020, has been declared no longer in force.

Against this background, NATO Secretary General Mark Rutte arrived in Kyiv on Tuesday, February 3. He spoke in the Verkhovna Rada. “Important progress has been made [towards peace], but Russia continues to attack. The shelling last night shows they are not serious about peace,” Rutte said.

The NATO Secretary General said Russia's losses in killed and wounded reached one million people and stressed that the allies would continue to put pressure on Moscow.

Zelensky called on Rutte to speed up the supply of air defense systems

Vladimir Zelensky, at a meeting with Mark Rutte in Kiev, again called on Western allies to increase and speed up the supply of missiles for Patriot air defense systems .

Zelensky said Ukraine faced a “record” Russian ballistic attack.

“Today there was a record Russian strike using ballistics. 28 cruise missiles, as well as 43 missiles of various types, which approach the target along a ballistic trajectory and can only be shot down by Patriot. This means that missiles are needed for these systems and that deliveries are prompt,” Zelensky said.

Earlier, “Layout” wrote that Zelensky rejected Russian President Vladimir Putin’s proposal for a meeting in Moscow , but confirmed his readiness for negotiations. Reports about the possibility of a meeting between the presidents of Ukraine and Russia appeared after meetings of delegations in Abu Dhabi at the end of January.
