Massive layoffs of officials took place in the Moscow region in 2025 - this is the result of “optimization” of expenses and the introduction of AI technologies, the press service of the Moscow region government said .

“People are being freed up for other tasks,” they said and announced new cuts next year. Measures have been taken “to strengthen financial discipline.”

At the same time, spending on the social sphere will be maintained, the regional authorities promised. Instead, the government will move to “more efficient use of space” occupied by ministries and departments...

A day earlier, the Moscow mayor's office announced plans to reduce the bureaucracy by 15% by June 1. Mayor Sergei Sobyanin outlined that everyone will be laid off except for employees working in the social sector.

The Moscow authorities made the decision to make massive cuts to the state apparatus due to the deviation of income from planned indicators. In addition to reducing expenses for officials, the expense item for “carrying out cultural events” will be cut. For Moscow, talk about reducing the apparatus is being heard for the first time in 13 years. At the same time, funding for infrastructure facilities (primarily the metro) and the entire social sphere will remain in full.
