Cruelty breeds fear - not only among those who are tortured and killed and their families, but in wider society. Fear paralyzes a person’s soul, fear makes society indifferent and silent.
Fear can be total, regardless of the number of victims of cruelty. Fear can be born from the murder of one person.
The understanding of the cruelty that is happening and the impossibility of stopping it causes in society, in all people capable of compassion, experiences of their own powerlessness in the face of cruelty. Cruelty always conceals death within itself. Cruelty becomes a weapon of death - like a bullet, a knife, brass knuckles, a shell, a bomb, a rocket. Once unchecked, cruelty tends to expand, multiplying itself at the next turn of history - like a mudflow that breaks through a dam, consuming human lives, again generating pain, horror and death.
A terrible vicious circle. Hatred begets hatred. Cruelty begets cruelty. Unredeemed pain flows into new pain. How to break this circle? How to open the magnets of inhumanity?
The permissibility of cruelty is established by the state. Social mores are a direct derivative of government policy. The state is always the founder of the moral foundations of society.
