In Russia, at the request of the military registration and enlistment office, the registration of real estate rights was blocked for the first time

As the Conscious Objector Movement reported , Rosreestr in the Samara region, at the request of the military registration and enlistment office, refused to register real estate rights to a resident of Samara. The decision was made against a person who is in the reserves because he did not appear on an electronic summons, human rights activists told Mediazona.

According to the organization, in November 2025, a resident of Samara learned from Gosuslugi that he was being summoned to military training by electronic summons. He did not go to the training camp - and after 20 days the military registration and enlistment office applied temporary restrictive measures to him.

“This is the first case known to us where restrictions on real estate transactions actually worked. They didn’t just appear as an entry in the system, but led to a specific refusal from a government agency,” said the Conscious Objector Movement.

The register of subpoenas began operating in Russia in test mode in September 2024. It began working fully in May 2025. Russian laws provide that a summons is considered served seven days after it appears in the register. From the moment it was posted, the person who received the summons is prohibited from leaving Russia. After 20 days, other restrictions are imposed on him: he is prohibited from driving a car, registering vehicles, managing real estate and obtaining loans.

Ukraine launched a missile attack on a drone assembly plant in Taganrog

The Atlant Aero plant in Taganrog came under attack from the Armed Forces of Ukraine; a fire broke out at the enterprise, the General Staff of the Armed Forces of Ukraine announced on the morning of April 19. The plant was hit by Neptune missiles, the Ukrainian Naval Forces reported . According to local authorities, three people were injured.

The Russian Armed Forces carried out a large-scale drone strike on Chernigov on the night of April 19, said the head of the military administration of the Chernigov region, Vyacheslav Chaus.

According to him, an industrial facility, private residential buildings, a lyceum and a medical institution, which did not work and was destroyed by Russian troops back in 2022, came under attack. As the head of the Chernigov city military administration, Dmitry Brizhinsky, clarified , three residential buildings were destroyed as a result of the fire, in addition, the administrative building was damaged.

A 16-year-old boy died as a result of the attack. Rescuers found his body while clearing the rubble (where exactly was not specified). As of this morning, four people are known to have been injured, Chaus said.

The State Emergency Service of Ukraine reported that on the morning of April 19, Russian drones hit a car in Kherson. Rescuers removed the deceased driver from the car. Two people were injured.

According to the Air Force of the Ukrainian Armed Forces, the Russian Armed Forces attacked Ukraine during the night and in the morning, using 236 drones (of which about 150 were Shahed attack drones). 32 strike drones were recorded in 18 locations.
