A typical defendant in a corruption case in Russia is a man 30–49 years old, with no criminal record, with a higher education and a family. He commits a crime at his place of residence.
As RBC writes , such conclusions were made by the Prosecutor General’s Office based on the results of an analysis of cases for 2025. In total, more than 140 thousand corrupt officials have been identified since 2018, of which over 20 thousand were identified in the last year.
The main form of corruption is bribes. They already account for 67.4% of all “core” crimes (in 2018 it was 48.4%). Fraud, embezzlement and forgery are much less common.
Almost every sixth case is a group case. Most often this is a preliminary conspiracy, less often - organized groups.
The age profile remains almost unchanged: 60.8% are people from 30 to 49 years old, 20.4% are over 50.
The young group is growing most noticeably: the number of people aged 18–24 has increased by 84.6% over eight years.
Corruption remains predominantly “male”, but the number of women is also growing, although their share among all accused is about 19.5%. Most often they act as intermediaries, less often they participate in small bribes.
The main difference from “ordinary” criminals is education and employment. More than half of corrupt officials have higher education, the majority have a stable income.
Among those convicted of bribery, a significant proportion are security forces, although their share in recent years has decreased from 46.7% in 2018 to 34.5% in 2025.
