
Since December 2025, the courts have received at least eight administrative protocols against large foreign manufacturers of computer games due to violations in the collection of personal data (Article 13.11 of the Administrative Code). “Vorstka” drew attention to this.
Some of the protocols have already resulted in punishments. Thus, the largest publishers Take-Two (GTA, Read Dead Redemption) and Electronic Arts (Need for Speed, Battlefield) received fines of two million rubles each in April.

In March, a similar fine was imposed on the studio Battlestate Games, which developed the online shooter Escape from Tarkov. The resolution states that the company collected personal information of Russian citizens without ensuring their storage and processing on servers located in Russia, which violates the law on personal data.

On April 27, the World Court in Moscow imposed a punishment (what exactly is unknown, since the decision has not yet been published) to the largest Chinese game developer NetEase Interactive (Marvel Rivals). Earlier, in December, a warning under this article was issued to the Lesta company ( World of Tanks ), which became the property of the state as a result of the division with Wargaming.
In the near future, trials will also take place against the companies Epic Games (developer of Fortnite and Gears of War), Digital Extremes (Warframe) and the Swedish studio Embracer Group (owns the rights to Tomb Raider, Deus Ex and other games).
Before this, as the analysis of “Vestka” shows, cases under Article 13.11 of the Code of Administrative Offenses were rarely brought against gaming companies. Since 2023, such fines have been received American studio Blizzard, known for the Warcraft franchise, and Proxima Beta (PUBG Mobile).
At the end of April 2026, the head of the State Duma Committee for the Development of Civil Society, Yana Lantratova, proposed introducing rental certificates for video games, similar to cinema. In her speech, which went viral, she criticized Western games that “do not correspond to traditional values” - including Call of Duty.
