
Vladimir Putin dismissed the governor of the Belgorod region, Vyacheslav Gladkov, and appointed Alexander Shuvaev, a participant in the war in Ukraine, as acting governor in his place. According to Interfax, Gladkov resigned as governor “of his own free will.”

As Vorstka previously wrote, Shuvaev commanded the 1st motorized rifle (Slavyanskaya) brigade of the “DPR” . The brigade's fighters are accused of shooting Ukrainian soldiers who surrendered.
On February 15, 2024, the brigade’s telegram channel published a video about the capture of the Zenit stronghold south of Avdeevka. Four days later, the 110th mechanized brigade of the Ukrainian Armed Forces reported that in the battles for this position, due to continuous shelling, it was not possible to evacuate several seriously wounded and dead soldiers.
At the request of the Ukrainian side, the Russian military agreed to evacuate the wounded Ukrainians and provide them with assistance for further exchange. But then, as noted in the 110th brigade, “in a video released by the enemy from the captured Zenit position,” relatives identified three dead soldiers (however, they did not specify the source of the video).
Also, according to the 110th brigade of the Ukrainian Armed Forces, at least two Ukrainian soldiers were shot. As a result, the Security Service of Ukraine (SBU) began a pre-trial investigation.
Vedomosti wrote about plans to change the head of the region back in early April, citing sources close to the presidential administration . Among the possible reasons were Gladkov's health condition and a decrease in the level of support for the authorities amid the difficult situation in the border region.
At the same time, other interlocutors note that the governor’s ratings remain high, despite the shelling and problems with infrastructure. The Belgorod region remains one of the most tense border regions amid the war. According to sources, a possible rotation may be related both to the situation in the region and to political decisions at the federal level.
