According to investigators, the man, at the suggestion of an unknown person for money, checked the “anti-sabotage situation” on the railway for subsequent arson. He also “performed a number of actions” in preparation, investigators said. As follows from the conclusion of the expert commission, the man suffers from a chronic mental disorder, due to which he is dangerous to himself and others. He needs constant monitoring in a psychiatric hospital, the court said. Therefore, he released the defendant from criminal liability under the article on preparing a terrorist attack and prescribed compulsory inpatient treatment.
