Doctor and member of the Russian delegation to PACE Andrei Volna was arrested in absentia in the case of organizing terrorism

At the end of May, the Basmanny District Court of Moscow arrested in absentia Russian trauma surgeon and member of the Russian Forces Platform at the Parliamentary Assembly of the Council of Europe (PACE), Andrei Volna, Mediazona learned.

The doctor is accused of organizing the activities of a terrorist organization (Part 1 of Article 205.5 of the Criminal Code) and organizing the financing of terrorism (Part 4 of Article 205.1 of the Criminal Code).

It is unknown what kind of organization he is accused of having. In April 2026, Volna’s name appeared in the Rosfinmonitoring register with a note that proceedings were underway against him under terrorism charges.

Andrey Volna previously participated in one of the Free Russia Forums, which since August 2025 has been considered a “terrorist” organization. Also in October 2024, he was added to the register of “foreign agents.”

In 2024, Volna and his wife Vera organized a charitable foundation to support Ukrainian traumatologists who help military personnel wounded during the war with Russia.
