The Verkh-Isetsky District Court of Yekaterinburg fined the former heads of pre-trial detention center No. 1 in a case of negligence. According to the press service of the courts of the Sverdlovsk region, ex-chief Alexey Kiselev and his deputy Andrey Kvon will have to pay 80 thousand rubles each, and the former head of the duty service department Andrey Zatsepin - 90 thousand rubles.
The reason for initiating a criminal case was the escape of two prisoners convicted of terrorism. It happened on September 1, 2025, the fugitives managed to take refuge in a gardening partnership near Yekaterinburg, entered one of the residential buildings and stole property worth more than 7 thousand rubles. The names of the fugitives are Alexander Cherepanov and Ivan Koryukov. Mediazona published details about their story and attempt to escape from the pre-trial detention center.
Cherepanov was detained a week later, and on September 15, security forces found Koryukov. In May, the fugitives were sentenced in the escape case, and a separate criminal case was opened against the workers of the pre-trial detention center. In court, Kiselev, Kwon and Zatsepin fully admitted their guilt.
Koryukov and Cherepanov, taking into account their previous convictions, received seven and a half and eight years in prison, respectively, followed by restriction of freedom for 1 year. They will have to serve the first four years in prison, the rest of the term in a maximum security penal colony.
