What is this section?

In December 2023, Law No. 406-FZ came into force, obliging Russian services to verify local users through Russian infrastructure. Instead of Google and Apple, there are only phone numbers of domestic operators, the State Services portal and the Unified Biometric System.

How to punish for failure to comply with the requirement was invented later. On Tuesday, June 9, 2026, the State Duma adopted amendments to the Code of Administrative Offenses on fines for verifying users not through local infrastructure.

Important: right now no one will be punished for logging in via GMail. The amendments were adopted by the State Duma, but have not yet entered into force. Approval by the Federation Council and the President is also required. However, it is unlikely that any of them will oppose the norm.

The Russian segment of the Internet is divided into two cohorts: accounts created before December 2023 remain tied to foreign IdPs, all new registrations go through Russian systems. As the audience grows, the share of users verified through Russian infrastructure will increase.
