Gazprom gas station chains in the Rostov region were fined 110 thousand rubles for failure to install anti-drone equipment at an oil depot

The magistrate of court district No. 5 of the Zernogradsky district of the Rostov region fined the Gazprom Gas Station Network company 110 thousand rubles for not equipping the oil depot with special equipment to combat drones in a timely manner. This became known from the decision of the Zernogradsky District Court, which considered the company’s complaint. The publication Kavkaz.Realii drew attention to the resolution.

The magistrate fined Gazprom Gas Station Network under a protocol on failure to comply with decisions of bodies coordinating activities to combat terrorism (Part 1 of Article 9.9 of the regional law on administrative offenses).

The decision of the district court states that the company was supposed to equip the oil depot with special equipment before October 1, 2025, by decision of a joint meeting of the anti-terrorism commission and the operational headquarters of the Rostov region, but did not do this. The meeting took place in August of the same year.

The chief specialist of the service for ensuring the activities of the regional anti-terrorism commission, Artem Kirichenko, explained to the court that the Gazprom Gas Station Network oil depot was included in the list of critical facilities by decision of the Russian government: it should first of all be equipped with “means of detecting and countering the unlawful use of unmanned aerial vehicles.”

The Rostov department of the Russian National Guard also reported that “residents of the Mokry Batai village are expressing their concern about the safety of the oil depot due to the fact that this fuel and energy complex facility is located 200 meters from residential buildings.”

The resolution states that Gazprom Gas Station Network has not previously complied with the decisions of the anti-terrorism commission and the operational headquarters: in particular, it did not provide the Russian Guard with a plan for installing special equipment to combat drones within the prescribed period. In July 2025, the company informed the department about plans to purchase the necessary special equipment. The paid equipment was supposed to be delivered to the oil depot by the end of the year, but this did not happen.

Representatives of Gazprom Gas Station Network tried to challenge the fine, citing the fact that the company had already been brought to administrative responsibility for violating the requirements for ensuring the safety and anti-terrorist protection of a petroleum depot (Part 1 of Article 20.30 of the Administrative Code) in December 2025 based on the same inspection. The court rejected the complaint.
