In Khabarovsk, the founder of a language school was fined for taking photos of certificates with the logos of the “undesirable” British Council and the “International House”

The Kirovsky District Court of Khabarovsk fined Anna Rymareva, the founder of the Say Yes language school, 20 thousand rubles because of the symbols of “undesirable organizations.” Mediazona drew attention to the decision.

A protocol was drawn up against the teacher under the article on participation in the activities of an “undesirable organization” (20.33 of the Code of Administrative Offences) because of the certificates posted on the school website with the logo of the British Council and the International House World Organization .

It was not possible to find certificates or mentions of organizations on the site at the time of writing the news.

The British Council , which the Prosecutor General's Office declared “undesirable” last summer, is one of the organizers of the IELTS English language exams.

The British educational network “International House” ( banned in Russia at the same time in the summer of 2025) is a global network of language schools and teacher training institutes that appeared in 1953 (before the ban, it included several schools from Russia). The schools included there, in particular, prepare for passing the international English language exams IELTS and TOEFL , and the head institute of the International House conducts its own courses and issues certificates for teachers.

Previously, protocols due to links to the British Council website under the article about “undesirable organization” were drawn up en masse in Yaroslavl. As Mediazona noted , since the ban, fines for this have been imposed on a language school and several employees of universities and schools . According to the protocol on communication with the International House, a language school from Voronezh was also fined .
