Putin was informed about the “difficult” situation with fuel. He said the crisis would not affect the war

Vladimir Putin held a meeting with members of the government, at which he was informed about the situation with fuel shortages in the regions of Russia and the annexed Crimea.

Deputy Prime Minister Alexander Novak called the situation on the domestic market “difficult, but controllable,” and the shortage itself as “periodically arising logistics problems in certain regions and at individual gas stations.” According to him, the government is taking measures to combat the deficit, namely:

• in addition to a complete ban on the export of gasoline and jet fuel, a “total ban on the export of diesel fuel” is being considered;
• all oil refineries in the Russian Federation have increased capacity, refinery repair times have been reduced, and planned repairs have been postponed;
• The authorities pay “special attention” to the annexed Crimea and Sevastopol, border regions, the Far East and Kaliningrad.

Deputy Prime Minister Marat Khusnullin said that the government has introduced additional measures to protect transport that runs between Crimea and Russia. He did not specify which ones exactly.

In addition, the authorities have developed measures to support tourism businesses. They also plan to help utilities prepare for winter if needed.

Putin, in turn, explained the increasing frequency of attacks by Ukraine on the Russian rear by the fact that in this way Kyiv is allegedly trying to recoup the worsening situation for it at the front and strengthen its position in negotiations. He called on the Ministry of Defense, the government and regional authorities to “work rhythmically” in the face of threats of attacks from Ukraine and to reduce these threats to a minimum. According to Putin, Kyiv’s “terrorist attacks” will not affect the situation at the front.

• Ukraine is increasingly striking at industrial enterprises and oil refineries in the Russian rear. Because of the attacks, from June 15 to June 21, the country's gasoline production fell by about 25% compared with the daily average for June 2025, according to Reuters. Against this background, a fuel crisis began in the regions of Russia and in the annexed Crimea.
