
The Moscow oil refinery in Kapotnya, damaged by two Ukrainian drone attacks in June 2026, is unlikely to be able to resume oil refining before the end of the year. Reuters reported this on June 24, citing two sources familiar with the company’s plans.
According to the agency's interlocutors, repairs will take at least six months. “Six months for repairs is the best case scenario,” one of the sources told Reuters.

The Moscow Refinery, owned by Gazpromneft, is located in the southeast of Moscow. Its nominal capacity is about 14 million tons of oil per year.
According to Reuters, after two June attacks, the company completely stopped oil refining. Satellite images confirmed damage to several process units and fuel storage tanks.
As the agency notes, analysts at the Sinara investment bank estimate the cost of restoration at approximately $1 billion. In a pessimistic scenario, the restoration of the enterprise could take up to a year.
According to Reuters sources, in 2024 the Moscow Refinery processed 11.6 million tons of oil and produced 2.9 million tons of gasoline, 3.2 million tons of diesel fuel, 2 million tons of fuel oil and 1.3 million tons of road bitumen.

On June 16, 2026, Ukrainian drones attacked the Moscow Oil Refinery . According to the Ukrainian side, the strike led to damage to the ELOU-AVT-6 primary oil processing plant, which provided more than half of the enterprise’s capacity.
On June 18, the General Staff of the Armed Forces of Ukraine reported a second strike on the plant. In Kyiv they claimed that the complex Euro+ oil refining plant and several large petroleum product storage tanks were hit.
Russian authorities stated after the attacks that the resulting fires were contained and did not affect the operation of the enterprise. However, subsequent estimates from industry sources and Reuters data indicate a complete stop in processing.

Reuters notes that the decommissioning of the Moscow Refinery significantly complicates the situation on the Russian fuel market.
According to agency sources, the shutdown of the Moscow Refinery and other large enterprises in Central Russia led to the fact that by the end of the second ten days of June, the production of motor gasoline decreased by approximately 25% compared to June 2025.
The decline in production is already reflected in the market. In June, a number of Russian regions began to introduce restrictions on the sale of gasoline and diesel fuel, and authorities are discussing additional stabilization measures.
On June 24, Deputy Prime Minister Alexander Novak announced that the government was considering the possibility of banning the export of diesel fuel. At the same time, measures to increase fuel supplies to the domestic market and the possibility of increasing imports of petroleum products are being discussed.
Previously, “Verstka” reported that the Moscow refinery in Kapotnya could have been hit by a Russian air defense missile , but there is still no clear confirmation of this version.
