Where the sale of gasoline was restricted: Mediazone map

The fuel crisis in Russia, aggravated by attacks by the Armed Forces of Ukraine on oil refineries, is affecting more and more regions. Local authorities are introducing restrictions on the sale of fuel, and queues are forming at gas stations. Mediazona has compiled a map of fuel sales restrictions in Russian regions.

In total, fuel restrictions affected 56 regions of Russia. In 18 of them, restrictions were introduced by local authorities and are mandatory for all gas stations in the region. As a rule, we are talking about limiting the volume of fuel sold per car (usually about 30 liters) and the requirement to fill it only in the tank, prohibiting sales in cans.

The most severe restrictions have been introduced in the annexed Crimea and Sevastopol: here the sale of fuel to the population has actually stopped.

In another 38 regions, partial restrictions are reported: fuel limits are introduced by gas stations themselves (we took into account only chain stores and did not take into account messages about limits at a specific gas station), while local authorities did not issue orders on such restrictions.

In 31 regions, we did not find reports of any significant supply disruptions: here limits were introduced either at individual gas stations or not at all.

Crimea and Sevastopol

Since June 21, in Crimea and Sevastopol there has been a complete ban on the free sale of fuel to individuals at gas stations. Only emergency services, police, public transport and utility workers can refuel.

On June 26, the authorities of Crimea and Sevastopol introduced a state of emergency “to streamline issues of an economic nature.”

Adygea: partial restriction

On June 24, the head of the republic announced “temporary restrictions on the volume of refueling of passenger cars.” The authorities did not specify how many liters of fuel car owners are allowed to buy.

Dagestan

You can buy 20 liters of gasoline and 50 liters of diesel with one person.

Karelia

According to local authorities, 20 gas stations have been suspended in the region. At some gas stations, “special rules for dispensing fuel” are applied, that is, you cannot buy fuel more than a certain amount. The authorities did not set limits on the volume of gasoline.

Belgorod region

At a Lukoil gas station you can buy no more than 30 liters of gasoline and 60 liters of diesel fuel per person. Rosneft does not sell fuel in cans. Some Gazprom Neft gas stations have stopped selling AI-95.

Bryansk region

Gas stations are prohibited from dispensing gasoline in cans. There are no other restrictions.

Kursk region

You can only refuel into the tank . Canisters are prohibited.

Udmurtia

Restrictions on the sale of fuel in Udmurtia were introduced at gas stations of the Tatneft network on June 12: up to 20 liters of AI-92 and AI-95, up to 40 liters of diesel. By June 17, the limit on the sale of AI-92 was lifted, the limit on AI-95 was increased to 30 liters.

Chuvashia

Lukoil introduced a limit of no more than 20 liters of gasoline per car. Tatneft maintains a limit on AI-95 - 30 liters per hand. AI-92 and diesel fuel are filled at gas stations of this network without restrictions.

Altai region

There are practically no restrictions; single gas stations do not sell more than 20 liters of gasoline per person.

Altai Republic

As the Amitel publication writes, the sale of fuel is being restricted in the region - this applies to “small enterprises trading in motor fuel and “franchises” with irregular supplies.” The regional government said the aim of such measures is to “slow down rising costs for consumers and reduce the supply chain.”

Krasnodar region

Regional authorities have not introduced any fuel bans. Gasoline sales are limited at some gas stations.

Krasnoyarsk region

Some gas stations have introduced restrictions and limits on fuel purchases.

Primorsky Krai

Due to increased demand for fuel, the Independent Oil and Gas Company (NOC) does not sell gasoline in cans at all of its gas stations in the region.

Amur region

Some gas stations in the Amur region have stopped pouring gasoline into cans. Some carriers are facing a shortage of diesel fuel.

Yamalo-Nenets Autonomous Okrug

Network gas stations do not dispense fuel in any container - only a gas tank. Smaller gas stations are struggling with the increased demand for fuel with the help of limits - no more than 40-70 liters per car.

Sverdlovsk region

Gazpromneft, Lukoil, Bashneft and Tatneft introduced restrictions on the sale of fuel at their gas stations.

Saratov region

Until June 30, the region introduced limits on the sale of gasoline for ordinary drivers. Regional authorities have set a limit of 30 liters per car.

Perm region

Lukoil only fills gas tanks at several of its gas stations—sale in cans is prohibited. Neftehimprom introduced limits: no more than 40 liters per gas tank and no more than 20 liters per canister.

Orenburg region

Since mid-June, restrictions on the sale of fuel to one person have been introduced at Tatneft gas stations in the region. The owner of a passenger car will not be sold more than 20 liters of gasoline and 40 liters of diesel fuel. The limit for trucks is 200 liters. Bashneft has set a limit of 30 liters of gasoline and diesel.

Magadan region

All types of fuel at Magadan gas stations are dispensed only into the car’s tank.

Petersburg

At Gazpromneft gas stations in St. Petersburg you cannot buy more than 30 liters. Restrictions also apply at some Tatneft stations.

Kaluga region

At some Rosneft gas stations, fuel is sold only to ambulance drivers and the Ministry of Emergency Situations. Other network companies set a limit of 30 liters, and Lukoil stopped refilling canisters.

Ivanovo region

Ivanovo gas stations respond to increased demand for fuel with limits - no more than 30 liters of gasoline or 80 liters of diesel per person. Sale in canisters is prohibited.

Kaliningrad region

The authorities have introduced limits on the volume of fuel sold to one person. At large gas stations you cannot fill the tank with more than 30 liters of gasoline and 60 liters of diesel.

Lipetsk region

The authorities of the Lipetsk region have extended the previously established restrictions on the sale of gasoline, according to which residents can purchase no more than 30 liters per car. Governor Igor Artamonov explained that this was necessary to prevent “a new sharp washout of fuel from gas stations.”

Omsk region

Regional authorities have introduced limits on the sale of gasoline and diesel fuel. At gas stations, the limit on gasoline is set at 40 liters per car, on diesel fuel - 80 liters, and at highway gas stations - 40 liters for gasoline and 200 liters for diesel fuel.

Ulyanovsk region

The regional government introduced restrictions on the sale of fuel from June 25 “to eliminate speculation” and stabilize the situation.

You can buy no more than 40 liters of gasoline per car, no more than 100 liters of diesel fuel per car and no more than 300 liters for trucks and buses.

Transbaikal region

Since June 25, a “high alert mode” has been introduced in the region. Fuel supply to individuals was reduced to 15 liters - and only for car tanks. Companies were required to provide an “irreducible reserve” of fuel for emergency and operational services.
