On June 26, the Kremlin published Vladimir Putin’s order on encouragement. Chechen Ombudsman Mansur Soltaev was also awarded a diploma for his services to strengthening the rule of law and protecting the rights and interests of citizens.

Mansur Soltaev became Commissioner for Human Rights in Chechnya in 2021. Before that, he worked in the administration of the Zavodsky district of Grozny and was a functionary of United Russia, and also headed the department for educational work at the Chechen State University, where, among other things, he involved state employees in pro-government rallies.
In 2023, Soltaev published a video of Seda Suleymanova , who ran away from home and was forcibly returned, after which the girl disappeared (presumably, her relatives killed her). The Ombudsman also called human rights activists scammers and accused them of the kidnapping of Seda Suleymanova and the murder of Aishat Baimuradova .
