- And the President of Chechnya himself told you anything about this?

- No, we did not discuss this topic with him. - However, there are stubborn rumors that recently in your Kadyrov relations, it was precisely because of this that a chill appeared. In confirmation, they give an example that you used to go to each other before and you could see you in Friday prayer in the Grozny Mosque, but now nothing like this is noticeable ...

- I will say this: if our relations with him by someone's efforts will be spoiled, this will not benefit the two fraternal republics: neither Chechnya, Nor Ingushetia, nor the work that each of us does in his republic. No, there is no noticeable cooling between us. Some not fully resolved issues related, maybe with this article, and with some other things, can exist, but we communicate the same as before. Recently, I simply did not have the opportunity to go to Chechnya due to extreme workload, and Ramzan has no time to get to us for the same reason.

- When you were approved as president, it was said about your participation in the hostilities in Chechnya, for which you supposedly received the title of Hero of Russia. However, there is nothing in your official biography about Chechnya. This topic is one of the actively discussed, including in the Internet community.

Can you clarify how it really was?

- In Chechnya, I was four times over the years of military operation, being the head of the unit of the Volga Military District. It was stationed in Hankal. When they replaced the units, I, as a leader, came for two weeks and exercised control over it. Thus, I, as a soldier, came there on a business trip, however, like many other Chechens and Ingush.

For example, in the characterization of my acquaintance of the Chechen, it is written, they say, “special conditions of service: he served in the Chechen Republic with such and such.” He laughs himself, well, he says what to do, these are the rules.

I received the hero officially, for the special material, which I spent either in Chechnya or Ingushetia, in general outside the Caucasus. But even if anyone wants to blame me for this, why should I deny that I fought with terrorists? Say, this police are fighting against them, and I have nothing to do with it? To tell Hattabu, Basayev, Magas and others that I am their friend? ... This is not so.

- I would like to know your opinion about the trial in the case of the murder of Magomed Evloev. First, a “random shot in the temple”, then the killer is replaced by an already soft sentence for conditional punishment .... This raises a lot of questions regarding the objectivity of the judges.

- Look, what the situation has developed here - I spoke about this and the [father of Magomed Evloev] about this from the very beginning: not a single judge, on the basis of the material and evidence base, can bear the Ibrahim Evloev [convicted] of a more severe sentence according to the law.

Firstly, of course, none of those who were with Ibrahim Evloev in the car did not give and henceforth will not testify against him. Secondly, I myself do not believe that he killed Magomed Evloev intentionally. The fact that a skirmish arose between them is obvious. I believe that the skirmish reached the brawl and the shot was made by chance. Judging by all their layouts, it happened just that.

Another question is who gave the command to arrange a drive retroactively. But this attracts only the disciplinary responsibility of the guilty.

This guy is only to blame for the fact that he served in the police and complied with the order. I said Yahi Evloev: if Ibrahim Evloev will be given 15 or 20 years, will you calm down? He answers: no, I will not calm down! He needs something else. He understands that Ibrahim Evloev is only one link in this chain, nothing more than the executor of the order.

I, both then and now I say: let's adhere to the law and not try to jump above the head. And I cannot interfere with it. I would now be corrupt and bandits who kill people, to plant.

- Speaking of corruption. In Ingushetia they discuss your statement at a meeting with students when you were asked why you stopped raising the problem of corruption, and you replied that you would not talk anymore on this topic. People immediately began to guess, what would it mean, many concluded that you yourself could not resist the onslaught of corruption ....

Well, of course, I joked that I would not raise this issue anymore.

I do not make a secret that I am asking for the assistance of the federal center in some personnel issues. Moreover, literally last week he sent a letter to the administration of the President of Russia, which lists all the high -profile cases, including corruption, as well as for murders and abductions. I ask the Federal Center to derive the consideration of all these cases from the jurisdiction of the republican courts and transfer to the North Caucasus Federal District. That is, to be considered not here, but there, since here a lot is tied to related, teip ties, and those who should fight corruption are often corrupt officials themselves. Well, what can I say, this is trouble.

Do you think that they can’t bribe there?

- Well, while there they will find the desired moves and exits there! In any case, it will not be as easy as here. In general, I propose to take exactly corruption affairs under the control of a separate group.

I won’t talk about other subjects of the federation, I will only say about Ingushetia: at least because of fear of the law, at least in good conscience, we must finally understand that this cannot be done further. When large funds are plundered despite the fact that the republic is 97% subsidized, something needs to be done with this.

Moreover, I myself ask representatives of public organizations: give me proposals for organizing public control over the spending of cities, districts, settlements.

- What is the level of unemployment in the republic today?

Officially registered 57%. This is a high percentage for us. There is no possibility of employment for many who have education.

You once said that you intend to ask for the federal center about tax bones for the republic. Is this also connected with unemployment?

- The idea is that the money raised at the expense of taxes and fees remain in the republic. For example, this year we plan to raise up to 2 billion rubles, we could build some household facilities for such funds. The main thing is that all this scheme does not violate the law. And we also ask the government of the country to reduce the percentage of mortgage lending to six, up to eight percent.

- Do you maintain relations with your predecessors by the former presidents of Ingushetia?

- I support, communicate, call up, congratulations, invite you to visit. So it should be.

- What is the biggest disappointment did you experience during your presidency?

- There were no disappointments, it would mean reacting childishly: he was disappointed in a teacher who put a deuce.

- But what is extremely depressing is the desire of officials of any level not to live on a salary. People even arrange for work, pretending in advance what kind of salary they will receive, but, most importantly, which left income promises the proposed position. Of course, this is not enough to get me out of the rut, but I cannot understand this.

After all, how was it in Soviet times? Everyone knew that the traffic cop took bribes, but this did not lead to hatred, somehow they knew how to turn such things into a joke, and today it resulted in universal bitterness, which gives rise to violence.

But most of the ministers of the order adequately carry their service, but because of some individual personalities it is necessary to treat everyone who, risking their lives, fulfills their duty!

Although, on the other hand, when students and universities ask students: “Who will you be?”, It turns out that 70% of boys want to be policemen. This is still pleasing, because it proves that society has a real chance to overcome hatred of its law enforcement agencies.

But what is extremely depressing is the desire of officials of any level not to live on a salary. People even arrange for work, pretending in advance what kind of salary they will receive, but, most importantly, which left income promises the proposed position. Of course, this is not enough to get me out of the rut, but I cannot understand this. And I can never.
