Yuri Luzhkov and Sergey Shoigu are not destined to die from modesty. “A new stage has come in the history of Russia,” the Moscow mayor said, commenting on the mercy of “unity” and “fatherland” last Thursday. In the fall, the unifying congress will be held, and before that the coordination council of the Duma fractions of the two parties will function. Two leaders for a long time and with enthusiasm were told at a press conference, when they suddenly found that there were “much more than differences” between them, that “a specific and realistic creation program proposed in the President of President V. Putin to the Federal Assembly ... requires the consolidation of all supporters of the Russian president’s course.”
In fact, the two political entities should sooner or later unite. After all, the only significant difference between them did not have an ideological nature at all, but was due to the alignment of forces in the 1999 elections. The Fatherland, or rather, the OVR bloc was a party of regional barons who sought to protect and strengthen their positions at the federal level. “Unity”, on the contrary, was intended to strengthen the positions of the old Yeltsin bureaucratic apparatus. Now, when the elected battles died out and the passions around the regional reform have subsided, the time has come to put up. More precisely, to hold a propaganda action in order to demonstrate the unity of the federal and provincial political elites. After all, de facto regional bosses have long crossed out under the victorious Putin banners, and only the shell remained from the once powerful "Fatherland".
For Yuri Luzhkov, who, like his colleagues, governors, a year ago he swore allegiance to the new president, such a propaganda action is not at all superfluous. Part of the Kremlin administration still perceives Yuri Mikhailovich as a potential enemy, albeit humbled with his defeat. Evidence of this and the non -reprising interest of law enforcement agencies in one or another aspects of the activities of the city authorities, and the endless lawsuit of the mayor with the leadership of the Ministry of Internal Affairs on the candidacy and powers of the head of the capital's administration of the internal affairs. Luzhkov desperately needed to establish himself in the camp of the president in order to be able to present any criticism in his address as the machinations of anti -presidential forces.
The “unity”, or rather, has their own interest, the Kremlin technologists who control the movement. This interest is to gather under one roof of the more or less significant political entities, up to the “People’s Deputy” and “Regions of Russia”, which were issued in the political movements of the deputy associations. If only they showed their readiness to cooperate with the authorities on any conditions. At the same time, according to the available information, it is not in the case of the “Fatherland” that is not about an equal association. According to the idea of the Kremlin thinkers, everyone who wants to stand under the banners of the party in power will have to enter into “unity” in personal quality. As the Kremlin interlocutor of “results” put it, “we are talking about the dissolution and absorption of political brands”.
And as soon as this process enters the final stage, the option of organizing early elections is not excluded (the provocative idea of Gleb Pavlovsky, launched by him after the Votum of the Votum by the government of no confidence in the government, apparently mastered the power of power). “Why pull until 2003,” said our interlocutor. “Moreover, by this time the main resource can be exhausted - the popular support of the president.” And nothing else other than the President’s rating, for the soul of “unity”, both did not have and no. Yes, and it is unlikely that the Kremlin is needed, after all, you need a “bag of voices”, not a partner, we need an ersatz of democracy, and not the full -fledged institutions of the Grazhan society. The meaning of the entire venture is that a single legalist party is formed in the political arena between the Communists and the ATP, which should receive at least 226 mandates in the nearest elections, as a maximum to capture the constitutional majority. Some Kremlin inhabitants, however, also say about the absorption of the “unity” “healthy”, that is, the loyal president, part of the liberals, citing the fact that two parties to create the appearance of a civil democratic society are more than enough, and it is easier to control the parliament.
The Kremlin inhabitants, who are tired of the need to consult with someone, seek a compromise, agree, I really want to spread the mechanism of interaction with the unity faction to the whole parliament and solve all the problems not in the meeting room, but in the silence of the Kremlin cabinets, instructing the leaders of controlled parties on the phone.
Indeed, it is much easier to turn the current parliament into the Supreme Soviet of the USSR of an old -style, which unanimously supported any decision of the party and government (the Federation Council, as the chamber filled with the Kremlin, is steadily approaching this ideal). Disputes about key laws and budget battles will go into oblivion, not to mention such indecent things as a vote of distrust of the government or impeachment.
And it will be really a “new stage” in the history of the country. Only the country in which the parties are decorative, their confrontation is played out according to the script written in the Kremlin, and the border between the executive and legislative authorities is almost erased, can hardly be called democratic.
