Scientists have long established that if in decision -making at any level whether it is parliament, ministry, non -governmental organization or family of men and women do not participate in equal proportions, then such a decision will be unbalanced, inharmonious and doomed to failure. Scientific studies confirm that a high level of corruption and a minimum of women at all decision -making are directly dependent.

Solid international organizations put forward the main arguments in favor of the need for politically equal cooperation between men and women: women make up half of the world's population, they are full -fledged citizens, they should be given all the opportunities to prove themselves in politics; This is the cornerstone of social justice; Modernity requires modernization of society, the effectiveness of any actions, and the female intellectual potential is not properly in demand in political processes.

What happened before the “velvet revolution” in Georgia, and will it introduce at least minimal progress to achieve gender balance in decision -making structures? You can immediately answer: hardly.

The analysis of Georgian political life shows that if in Soviet times women made up 30% in the authorities, today this figure is 7% in parliament and 10% in the executive branch.

At the elections of the parliament on the election list, the elections in the election list revealed a tendency to reduce the number of women. Of the 480 majority-there were only 45 women, and in the first dozen party lists of 2 women-Candidates there were blocks: “For New Georgia” (only 16 women in the presented party list), “Burjanadze-Democrats” (26), “New Right” (50). For one woman in the first dozen near the “nationals” (9), “industrialists” (62), “unity” (27). There are no women in the second ten at the Renaissance (21), “Nationals”, “Industrialists”, “Burdzadze-Democrats”. During the pre -election battles, insufficient attention was paid to separate parties from the media, sociological surveys, and Egzitpol. Of course, not all parties had a financial opportunity to place high-quality advertising on Rustavi-2, to advertise themselves with colored billboards on the central streets of the city, and open youth offices in party affiliation throughout Georgia.

In many European countries, the issue of ethics of commercial political advertising has long been resolved. The law puts all elected subjects in equal conditions, despite their wallet. Such a decision itself relieves the issue of the ethics of the media in the pre -election period, since it was believed that the media rich from the election marathons, which gives the public reason to talk about the engaging and the bias of the fourth power.

Let us return to the statistical analysis of the number of women in party lists: the Communist Party in the first and second ten had 0 and 2 women, respectively (total 23), the political association of Mdzlelyl-2-0 (53), the “united Georgia” 2-0 (18), the “homeland” 1-2 (52), “Iberias Gabrskineb”-1-1 (40), the Party of People's capitalism-1-0 (95), the Bloc "Peace Caucasus"-2-2 (34), for Georgian lawyers-4-2 (53), the party "Protection of Constitutional Rights"-1-3 (18), for "People's Alliance"-2-1 (65), for "grandfather Samshoblo"-1-4 (28), for the political association "The Union of Women's Protection" 9-9 (101). This party is the only one among 150 parties in Georgia, the main goal of which is to protect women's rights, to promote the manifestation of female intellectual potential. If we take into account the bitter experience of attempts to quotate in the Georgian parliament in August 2003 (the speaker of the parliament Nino Burjanadze then refrained from voting), we can say with confidence that the current situation will still aggravate the absolute minimalization of women in parliament in the “post -bark” period.

According to the head of the “Union of Protection of Women”, Nargiz Gvliya, up to 700 laws were adopted in the last two convocations of the parliament, among which not a single one was aimed at protecting women, a family, younger generation, many children, and pensioners.
