The prisoners have their own lists of places of imprisonment, which in this sense enjoy especially notorious fame. The colony in Mordovia, Vladimir, Karelia, Perm, Omsk and in a number of other regions of Russia deserved such fame. They are tortured, according to human rights activists and prisoners, for the sake of statistics of offenses, the pacification of the obstinating and, of course, with the aim of “disclosing” new crimes in such methods.
This year, the public was the video torture in the Yaroslavl colony IK-1, also an investigation by journalist Elena Masyuk, published in Novaya Gazeta. This material is dedicated to what was happening in the dungeons in the EPTC IK-7 Omsk. The former prisoner IK-7 Ruslan Suleimanov and a native of the Chechen Republic of Malho Bisultanov told the Novaya Gazeta in detail, as they mocked them and tortured.
The story of Malho Saidramzanovich Bisultanov is well known not only to journalists, but also to human rights activists. During the investigation, the interests of Bisultanov were represented by lawyers of the Committee of Civil Steel and PC Memorial. Malho Bisultanov, born in 1971, the father of four children, a businessman, a freelance employee of the publication "Your Gazeta", a member of the Public Anti -Corruption Council Honorary Donor. Since 2005, he has a residence permit in Ukraine, he lived with his family in the city of Melitopol until 2011.
In early November 2011, Bisultanov met a certain Alexander Sheremetyev through the social network "Odnoklassniki". For several months, Alexander corresponded with Malho, said that he was working in the film crew, and later invited to come to Mosfilm to try himself in the role.
Malho was interested in the proposal, he arrived on the appointed day for a meeting, which really took place on the territory of Mosfilm. But no one Bisultanov proposed a test for the role in the film. Instead, from different sides, unknown in masked, twisted him and delivered to the capital's ATS of Ramenki. There he was informed that he was detained as a witness to the criminal case against Timirgiraev.
Ultimately, Bisultanov appeared before the court not only as a witness in the case, but also as accusing me of storing drugs, which were strangely discovered in his police department. Bisultanov’s lawyers applied the Investigative Department of the SK, complaining about the unlawful actions of the police, but the criminal case was refused.
During the investigation, Malho did not complain about torture and violence, it all started after he entered the IK-7 Omsk in 2015. Malho said to an employee of Novaya Gazeta: “... they put a hat-ear of a hat on the head over the bag and wrapped it with tape and wrapped their neck with tape. Then they put the wires on the ring fingers of both legs, doused the body with water, attached the wire on the genitals and beat me with electric shock. When I lost consciousness, they again doused with water and beat on the cheeks. Then they clamped my nose so that I could breathe only my mouth, and through double pillowcases they sewed me with water.
... They doused their legs with water and beat the feet so that the legs on the second day were swollen and became like columns, and the feet are semicircular and black with blue. ” It is known that after the investigation of Novaya Gazeta, Malho Bisultanov wrote a statement to torture and bullying on June 13, 2015.
Investigator from the SAO Omsk of the Investigative Committee of the SK of Russia in the Omsk Region Pozdnyakova J.O. A decision was made to refuse to institute criminal proceedings on the fact of torture. However, when the lawyer of Rus' Sitting Vera Goncharova undertook to defend Malho Bisultanov, the decision was canceled and an additional check was appointed. After the human rights activists and the lawyer visited Malho, the head of the Federal Penitentiary Service of Russia in the Omsk Region, Sergei Koryuchin, also came to him. According to Malho himself, the boss asked him to undress and, seeing the traces of beating on his body, said: “Well, they went too far ...”, in an interview with a “Dosh” correspondent, the Chechen lawyer says that Malho Bisultanov appealed to torture and violence by employees in all instances, but no one responded. In May 2018, he sent a letter to “Rus Sitting” and attributed to the big letters “Hearing me someone”. In Rus Sitting, they decided to provide Malho with legal assistance. Since I am engaged in the stories of torture in the IK-7 Omsk, and the methods of influence not allowed by law were applied to Malho, it was decided that his lawyer and I would be.
In July of this year, Malho returned to Omsk after being in Yeniseisk prison, and I visited him. At the moment, Malho is in the OP-11, this is a prison hospital. He is not tormented now, but there are certain problems in IK-6, where he is serving his sentence. Now the most important thing is that he feels: now he is not alone. In each letter, “Rus sitting” and all those who want to help help him, ”said Goncharova’s lawyer.
In the infamous colony IK-7, where the prisoners were tortured, now, according to Goncharova, some encouraging changes have occurred thanks to numerous publications and statements that were made since May 2018.
The lawyer notes that although the process in respect of one of the employees of IK-7, Vasily Trofimov, was carried out in closed mode, the guilty was still awarded the real time. “Inspections are conducted on the statements of convicts, including Ruslan Suleimanov, my principal, thanks to which it became known what was happening in IK-7. The decision to refuse to institute criminal proceedings on the facts of the torture of Malho on my complaint is canceled, and now an additional check is being carried out. IK-7 was visited by members of the Human Rights Council under the President of the Russian Federation, after which representatives of various departments were sent to the colony. According to one of my principals, employees began to behave less aggressively. ”
Vera Goncharova speaks of Malho as a kind and very modest person. She told the story of 17 spiders and one centipede who lived in a single chamber of Malho. When he was kept there, they were his only friends and interlocutors. During cleaning, he transplanted a centipede onto the table, and then returned to its place. For a long time after torture and violence, he dreamed of nightmares, but the prison doctors said that this would pass over time.
In June of this year, Malho wrote a statement to the head of the colony: "I ask you to remove me from food allowance from 06/18/2018 for reasons not related to the issues of execution of punishment, but aiming to terminate the biological existence."
