Electrocink was built more than 100 years ago and to this day is the largest enterprise in the metallurgical industry of Russia. In 2004, the plant was bought at the conservation of the Ural mining campaign Iskander Makhmudov. From this moment, the atmosphere of the city’s atmosphere began unprecedented in scale and volume.

The silent killer recent research conducted in the summer of 2018 at the initiative of the deputy of the republican parliament of Dzambolat Tedeeev illustrates disappointing data. Scientists of the Center for Expertise and Research LLC St. Petersburg, which conducted the soil study 2012, then attributed the “extremely dangerous” 11 out of 12 samples taken in Vladikavkaz. The permissible content of substances of the first hazard class, as a lead then exceeded 125.5 times, is 51.87 times cadmium, arsenic of 6.61 times, zinc 6.32 times, copper 2.91 times.

The same center conducted research in the summer of 2018. 13 soil samples were taken. The cadmium indicator in them is 105.5 times higher than the norm, a lead of 72.3, arsenic of 15.4. The gross concentration of lead in the soil within a radius of 1 km from the electrocink plant on average is 1,500 mg/μg, while the MPC is 30 mg/kg. At children's playgrounds and near the school, the concentration of lead was 470 mg/kg, the maximum content of 1200 mg/kg.

Opponents of the closure of the plant claim that since the beginning of the plant in 2004 to this day the plant investment in the environment and the elimination of billions of rubles are estimated previously caused to the region. However, according to studies, we see that the indicators of heavy soil, water and air during this time have increased many times. One can only imagine the values ​​of these indicators if the plant had not invested the elimination of the damage caused by its activity of the environment.

The last drop of the factory’s owners all this time put pressure on eco -activists, resorting to the help of law enforcement agencies. They ordered research laboratories controlled by them, showing minimal damage to the ecology of the region from the activities of a chemical enterprise. It reached the point of absurdity that the city of Vladikavkaz itself in the local rivers of waste production of heavy metals was hundreds of times less than the Caspian basin, where they fall along the Terek River.

On October 21, one of the workshops caught fire at the electrocink plant. During the extinguishing of the fire, an employee of the Ministry of Emergencies died. People in a panic began to leave the city, because the smoke was on all the streets of the city center, and a cloud of smoke resembled films about Armagedon.

Information services reported continuously that the fire does not pose threats to the life of citizens, referring to the words (attention!) The press service of the plant itself. They were echoed in the Ministry of Emergencies. However, the worsening well -being of the townspeople spoke for itself.

In the evening of the same day, people spontaneously began to gather on the main square of Vladikavkaz. Then the information lighting of the fire began to rapidly acquire a completely different tonality. Now the authorities and supervisory authorities have said serious violations in the implementation of the activities of a metallurgical giant, about the dangers of ecology, about the exceeding the level of MPC for substances of the first hazard class. And the head of the region even persistently stated that he would seek the closure of the plant.

According to the environmental rating of the constituent entities of the Russian Federation, the Electrozink plant, is included in the list of “100 main pollutants of Russia”. North Ossetia takes 79th place among 83 constituent entities of the Russian Federation in the combined ecological index, inferior among the most environmentally disadvantaged regions only to the Republic of Dagestan, Khanty -Mansi Autonomous Okrug, the Orenburg and Chelyabinsk regions.

In the region, a surge in the incidence of oncology, mental nervous disorders, cardiovascular diseases, and respiratory tract diseases are recorded. There is an increase in the dynamics of mortality from diseases associated with oncological neoplasms, with diseases of the circulatory system. Most cases fall on the city of Vladikavkaz.

In a quiet pool, despite the single, and sometimes massive performances of the townspeople against the plant, the metallurgical giant continues to carry out harmful production in relative information tranquility. It is much easier to hide the centers to combat extremism of eco -activists, because extremists should be invented for the maintenance of meaningless states of the Ministry of Internal Affairs and information losses less than telling the truth to the residents of the city to their health, as well as finance the restoration of its ecology.

However, on the sidelines of the authorities, the problem with the deterioration of the health of the nation has been discussed for a long time and seriously, though to no avail. But the rapid approximation to disaster is known to both deputies and chapters, both the same and the current one.

Back in the distant 2006, after only two from the beginning of the intensive work of the newly neglected plant, the Government of the North Ossetia-Alania issued Decree No. 205 of August 25, 2006, which is called “the protection and strengthening of healthy health for 2007-2010”.

The resolution, signed by the Chairman of the Government of the Republic, Alexander Merkulov, states that the incidence of residents of the republic with diseases of the circulatory system is rapidly increasing. So, already in 2005, the number of such patients in the 700,000th region increased to 87598 people, that is, every eighth resident of the region. Compared to last year, the growth amounted to 23% or more than 16.5 thousand people. The incidence of diseases of the endocrine system increased from 24290 people to 30251 people, or by 24.5%.

The resolution also refers to anxiety in connection with the increase in the incidence of mental disorders from 20.5 thousand people in 2004 to 23.3 thousand in 2005 (growth of 13.5%). The incidence rate exceeds the all-Russian by 25%, it is already said in the following regulatory document by the Law of the Republic of Medical University of the RSO-Alania on the RCP “Development of psychiatric assistance to the population of the North Ossetia-Alania” for 2007-2011. The protest eco -activist Acamaz Khadikov has been fighting for many years with a chemical giant. Previously, Khadikov worked in Rospotrebnadzor of the republic, now an ambulance doctor.

Working in Rospotrebnadzor, Khadikov personally experienced the pressure of the leadership of the department, which forced to distort the protocols for the study of the influence of the plant on the environment, he says on Facebook. For many years, the activist has been bringing to the company information on the threat to the health of residents of North Ossetia and the closest neighbors of the Chechen Republic and the Republic of Ingushetia in connection with the activities of a chemical enterprise.

“Now I am participating in an electrocysk commission created by the government. Since December last year, I took part in three commissions and all of them were created for the convenience of the owners of this enterprise. None of them signed anywhere, because they had in advance

Prepared conclusions. The latter was in the summer, where they indicated that the state of air is being improved. But it was precisely this summer, more than the last seven years, I felt a large number of emissions, ”says Khadikov.

Khadikov took part in the latest study ordered by the parliament deputy Dzhambulat Tedeev. In the village of Dachny, 8-10 km from the factory, in the study of PPC for cadmia, which was assembled for the study by parsley by 40 times. Also in the other direction, in the area of ​​the Metro store, the leaves of grapes are 30 times exceeding the MPC in cadmium. This is the most toxic metal, even more toxic mercury. At the entrance to the October from the side of Vladikavkaz, the beets were taken for the sample, the cadmium MPC was exceeded 112 times. At the same time, from his words, some deputies and heads of supervisory services urge not to disseminate this information, supposedly, it will cause panic from the population.

“But the concealment of this information for decades led us to this horror. The leadership of the republic should ensure the purchase of products in the Stavropol region, maybe further. Without knowing this, people eat and drink these products and water, ”he notes.

After the fire factory, at least 700 people came out at the Government House in Vladikavkaz. The fire gave the ecoactivists a second wind. Now they are more determined.

“The reports of the status show that a year after the arrival of this campaign to the region, the incidence increases sharply and does not decrease. Oncology, endocrinology, cardiovascular diseases, and this is a direct connection. For many years, especially after the arrival of the UMMC, false information is distributed and sometimes it seems that we do not have this factory, that it is invented. The annual report of Rosprirodnadzor in North Ossetia does not even include the words "electrocink" and the Federal Minister of Nature in the Federation Council states that Rosprirodnadzor has no complaints about the EC. For years we stood in pickets, organized rallies and suddenly this is all fiction. The latest tests, when I took this greens, was August 7 this year. After 1.5 months, the expert called me back and said that we have terrible indicators. It was not surprising for me, as for many. I have long known that with the activities of such enterprises, everything is poisoned at 20-30 km, ”says the eco-activist.

“We continue from the point at which any spontaneous protest, not fed by money and technologies, is exhausted quickly, says the editor -in -chief of the Alania24 publication, ecocactivist Madina Sagaeva. “Against the EC, the intelligentsia can always protest, capable of evaluating the level of threat, and housewives who generally do not tolerate any threat. Both the first and latter are not the best rallings, there are still children from schools and do lessons with them. Therefore, of course, the protest will exhale, it is already exhausted. This is completely normal. But each time we take a huge step in our fight against the plant. Therefore, everything is not in vain. And we will get rid of him if not today, then tomorrow. Perhaps there will be no large rallies, but the work is being carried out by activists, and this work is much more effective and meaningful than in 2009, because we move from the point that we stopped then and not starts first, ”Sagaeva says Dosh correspondent.

The journalist did not undertake to predict the decisions of the supervisory authorities and the authorities, too much power is allying, she says.

“After the promise of the head of the republic in the square in front of the people“ write to Putin ”and go with people for a protest against the plant, I was sure that a political decision was made to close the plant. It is still difficult to believe that this is not so. Because the second time to promise to publicly close the plant and the second time to deceive people will not stand this reputation, even the most impeccable than local politicians cannot boast. All these created commissions and public organizations, which the authorities guide, do nothing, they simply took control of the protest, and quite competently. The authorities managed to put at the head of the protest of completely marginal personalities, such as the “uncle in the felt hat”, which applied to the Bitarov’s sleeve at the rally, which also succeeded, and thus immediately split the protest movement, ”says Sagaeva.

“But these are all trifles, she continues, if 9 years ago they only spoke about the dangers of the plant, those who demanded it were closed by the city crazy, today to be against the plant is the norm. And even politicians do not dare to translate the opposite aloud. This is more than progress, ”the journalist believes.

All these years, the plant tirelessly declares the re -equipment, modernization, investing huge amounts in the ecology, treatment facilities. However, eco-activists are not sure that at least some investments in the ecology are really produced. This is also evidenced by the numbers above.

“All that we know about the EC is from the words of the EC, about modernization, repair, investing are words. They invite the public, the government, they show us a painted pipe and say that they invested 1 billion rubles. According to them, they have already invested 15 billion., The collision of billions is changing, but is calculated in dozens. For 15 billion rubles, you can build three new plants. And they have everything the same. I am a supporter of conspiracyology, I am convinced that they want to leave here themselves. And thus, no one will ask where the results of invested modernization billions. All the films of the authorities with the closure of the plant are so that the UMMC does not leave, but it is kicked out. Because if they leave, they must pick up the garbage, restore everything. And if we drive out - everyone will scream about the “investors who have invested money”, and they must leave offended. The third we are observing when the oligarchs lose their business - the state compensates for them doubly, ”Sagaeva said.

The regrouping of forces in Ossetia is surprised by the “loud and courageous” statements of officials against the oligarchic business. Most often, these are those who are afraid to elevate their voice on other, more harmless things, because Moscow, the Center, Putin - all this is inviolable, sacred, causes a reverentwe of the local official. But earlier, Putin himself also asked the president of North Ossetia Taimurus Mamsurov, will the UMMC work despite protests?

Therefore, society does not strongly believe in the authorities, but continues the struggle against the plant with those of them who declare the unity of the ranks.

“I decided my position, quite clearly, now, while our local authorities are fighting with the plant, we have a great chance to advance our struggle forward. We help to create the authorities of the PR-Fon on which she will commit a heroic act. It's okay, for the sake of closing the plant, ”continues Madina Sagaeva.

The law enforcement agencies of the republic also, not as an example of past years, show indifference to eco -protest, do not vinty anyone, they do not invite preventive conversations, although recently they took into the activist Indir Gabolaev for the exceeding the number of citizens participating in the EC.

Despite the fact that a commission from Moscow came to Ossetia and officially closed the plant, information is received that people go to work, something is shipped, something is being taken out, Sagaeva says. Local residents believe that the plant is sharing traces of illegal activities. At the same time, the “pipe” has been silent from the moment of the fire, no one has made statements about the work of the factory’s workshops.

In the spring of this year, Rosprirodnadzor of North Ossetia conducted two checks based on the results of which 12 orders were presented to eliminate the violations of environmental legislation against the plant. 12 instructions for a legal entity and 12 for the director of the enterprise. The plant disputes all the instructions in court. Total in the courts of the 24th lawsuit from the plant to Rosprirodnazor. And after that, another 12 will go to arbitration.

“There is a judicial war with the plant and Rosprirodnadzor loses it into clean, because there is no legal service. There is one lawyer who cannot do anything with 24 lawsuits. And at the time of the fire, three lawsuits were lost, and after Rosprirodnadzor intensified by public lawyers who come, help to compile claims, and the situation changed. On the other side of the barricades, the entire legal service of the UMMC, ”says Sagaeva.

In fact, the claims are completely obvious, but they lose them purely in legal nit -picking that "a comma is not there." At the same time, now the closing combination of the plant through the court is very simple, eco -activists say.

“The plant is in the city center, the 1st grade of danger, there should be a sanitary protection zone around 1 km around. It is physically impossible to install it there, then for the zone you need to take kindergartens, clinics and many residential buildings. Therefore, it works without a sanitary protection zone. Any supervisory authority has the opportunity to stop the plant on any day. And this was done in 2010. Then a settlement agreement was concluded until 2015. And in 2015, they pledged to make a sanitary protection zone. 2015 passed, there is no zone and no one demanded to fulfill a settlement agreement. Now, at the end of December, the 3-year term of the opportunity to present a writ of execution is expired. The bailiffs are going on, they are convinced that there is no zone and close the plant, ”says the algorithm of the actions of the opponents of the Sagheev factory.

The head of the municipality of Vladikavkaz Maharbek Khadartsev, the head of the municipality of the municipality, appealed to the court. However, the court rejected the demand motivating by the fact that Khaartsev was not the head of the municipality not the head of the AMS and refused the lawsuit. Immediately, Rospotrebnadzor filed a similar lawsuit, forgetting to do this three years earlier. And as the environmentalists are convinced, this was done in order to "kill the initiative from Khadartsev." They believe that even if the judge gives the writ of execution - they will be able to not show it on time in order to miss time.

Whether all these actions of the plant and its “federal roof” are the last torture of the chemical monster will show the upcoming court decisions. In the meantime, the Ossetian struggle for the survival of his nation continues ...
