The coal terminal took 20 years to build, but no one needed it The Lavna port was conceived as one of the key elements of the Murmansk transport hub. The new deep-water and ice-free port was supposed to redirect coal exports from Russia from the Baltic direction to northern routes and open up additional opportunities for supplies to Asia and India. But by the time the project was launched, the economic and geopolitical situation had changed dramatically.
