The destructive flood, which came to Tulun in 2019, first caused panic and confusion, and then became an unexpected good for an empty city in the Irkutsk region: some could leave for compensation for washed houses, others - to improve housing conditions. The city came to life and began to be built. The correspondent of Samizdat went to Tulun in order to explore the experience of restoring society after the disaster and find out what was changing and what remains unchanged.
