In the late 1950s and early 1960s, a decline in the pace of economic development of the USSR was clearly indicated. The growth of national income slowed down, in 1961–1965 it grew by only 5.7% - much less than in the previous five -year plan. This was clearly not enough to solve aggravated socio-economic problems.
