1919 Decree "On the Elimination of Illiteracy"
95 years ago, on December 26, 1919, the Council of People's Commissars issued a decree "On the elimination of illiteracy in the RSFSR." The entire population of Soviet Russia aged 8 to 50, who could not read or write, was obliged to learn to read and write by choice in their native language or in Russian. For this, a network of "liquidation points" and schools were created at institutions, enterprises, colonies and orphanages.
