1932 Ban on issuing cards to “parasites”
85 years ago, on December 4, 1932, the chairman of the Council of People's Commissars of the USSR, Vyacheslav Molotova, signed a decree prohibiting the issuance of food cards to "parasites, parasites and other antisocial elements." This was due to the famine caused by collectivization, which forced millions of peasants to seek refuge in the cities.
