The head of the Human Rights Council appealed to international organizations because of the video of killed civilians from Kupyansk. This video was published as evidence of Russian crimes
The head of the HRC of Russia, Valery Fadeev, sent appeals to the UN High Commissioner for Human Rights, the Council of Europe, the OSCE, the International Committee of the Red Cross, Amnesty International, the European Council and the European Parliament in connection with the appearance of a video of killed civilians near Kupyansk. The first footage of the killed civilians was published by the former commander of the Azov regiment Maxim Zhorin.
