Honorary or freelance consuls are people who contribute to cultural and economic relations between countries, but not consisting in civil service and financially independent of the state. Most countries have such consuls - in places where it is unprofitable to maintain individual diplomatic missions. States appoint consuls in agreement with each other from among prominent citizens, mainly businessmen.
