Yesterday, Deputy Chairman of the Board of the Bank of Russia Viktor Melnikov said that the volume of foreign exchange earnings available for sale on the domestic market amounted to 72% in 2000. The remaining 3% consists of non-refunds (2.3%) and incentives used by exporters. This percentage of non-refunds is the lowest in recent years. In particular, in 1992 the non-return rate was about 50%. Mr. Melnikov denied information that exporters are hiding revenue and that only about 40% goes to the domestic market. In 2000, 80 billion foreign exchange earnings were supposed to arrive.
