The head of the Ministry of Internal Affairs for the Chechen Republic, Ruslan Alkhanov, signed a decree appointing Khasmagomed Kadyrov, a former assistant to the head of the republic Ramzan Kadyrov and, probably, his relative, as head of the police department for Grozny.
