Ombudsman for Human Rights in the Russian Federation Tatyana Moskalkova called the absence of a law obliging State Duma deputies to discuss their bills with experts before being submitted for consideration as a “big shortcoming in lawmaking activity”. “450 people can contribute whatever they want, and we see such absurd laws being introduced, irresponsible, sometimes simply populist, mocking, which take up our time,” Interfax quoted the Ombudsman as saying.
